Malaria Elimination Eight Secretariat Coordinator (E8)
The inaugural E8 meeting was held in March 2009 in Windhoek, Namibia and a resolution taken to eliminate malaria from 4 front line SADC countries and consequently from 4 second line countries. This was in line with the Africa Malaria Elimination Campaign launched by the Conference of ministers of Health during the third session of the African Union in 2007. The goals of the E8 are thus to strengthen the cross border collaboration and coordination among the front line and second line countries ; to jointly mobilize resources for Malaria Elimination and control in the region; build the health systems capacity in the region; and bring together all the partners working in Malaria.The E8 Resolution called for the establishment of a secretariat to oversee the running of the E8.
The third meeting of the E8 Ministers took place in Maun in Botswana in November 2011 and come up with the approval with the position of the E8 Secretariat Coordinator and its terms of reference and the establishment E8 Technical Committee which is supposed to supervise and coordinate the job of the E8 Secretariat.
The E8 is currently chaired by Namibia for three years since 2011, as decided by the Ministers of Health and Ministers responsible for HIV and AIDS during their meeting in Polokwane in Limpopo in South Africa. The chairing of the E8 is rotational after three years but the E8 headquarters will remain in Namibia.
Job summary
To manage a team of high professionals and support staff who administer the delivery of results targeting Malaria Elimination. The E8 coordinator will implement and monitor the E8 action plan and make sure that decisions taken by E8 Ministers of Health are acted upon in a timely fashion and within budget. He/she will align the E8 Secretariat work plan on the SADC work plan and Strategies. The E8 coordinator will have to provide Coordination and logistical support to the E8 technical committee and working groups during the two biannual meetings, therefore the coordinator will have to consolidate reports from technical committee and working groups.
He/she will act as a regional E8 repository for all technical reports, resources and materials.
The coordinator will have to advocate for the E8 and ensure the development of a resource mobilization strategy taking into account the multisectoral approach for the management of Malaria Elimination.
Working closely with SADC Secretariat and Partners, the E8 coordinator will facilitate the E8 Ministerial meetings and ensure that all the records are ready and available immediately after the meeting.
The coordinator will provide updates and information across E8 countries regularly to the E8 Technical Committee.The coordinator will have to represent E8 Secretariat externally at a senior level.
Reports to: Chairperson (Minister) of E8 trough the E8 Technical Committee. The Ministry of Health and Social Service of Namibia trough the Permanent Secretary Office administratively.
Personal specification
Education
Post-graduate degree in Public Health, Health-economics, Medico-Statistics, Socio-Sciences with
minimum of 10 years’ experience in knowledge and track records in Malaria Programme at national regional or global level.
Experience
Extensive experience in public health at very senior level in development and analysis of malaria policies, malaria grant development proposals, monitoring and evaluation of malaria programme.

Reports to: Chairperson (Minister) of E8 trough the E8 Technical Committee. The Ministry of Health and Social Service of Namibia through the Permanent Secretary Office administratively.
As the lead of the E8 Secretariat, this position is expected to provide strong leadership, strategy development, consultation, resource-mobilization, project management and project execution to support the implementation of E8 goals and initiatives.
Duration of the contract
The proposed period is for 18 months starting with the signature of the contract.

The salary per month is 7683.00 US Dollars
The total salary per annum is 92.196 US Dollars; this package includes the basic salary, the assignment allowance, the gratuity, the housing, the utilities, the security, the medical aid and the education allowance. The details on different figures will be specified in the signed contract.
Location of Secretariat
The position will be full-time, based in Windhoek, Namibia at the Namibia Ministry of Health and Social Services.
