SSG Advisors is recruiting a Public-Private Partnership Specialist for an anticipated five-year USAID and PEPFAR-funded project in Tanzania. The PPP Specialist will identify, develop, and support the implementation of public-private partnerships (PPPs) that leverage resources from the private sector to improve access to financial opportunities, employment-readiness, and livelihoods opportunities for HIV-impacted adolescents, parents, and caregivers. The project’s overall goal is to improve health and social wellbeing outcomes for vulnerable children, young people, and their families. Tanzanian nationals are strongly encouraged to apply.
Responsibilities
The PPP specialist will develop and implement a five-year PPP strategy aimed at identifying and establishing PPPs that bring diverse stakeholders in the private, public, and civil sectors together to strengthen economic conditions for HIV-impacted adolescents, parents, and caregivers. S/he will provide technical expertise on PPPs, such as conducting mapping and outreach to key private sector actors and designing/brokering PPPs. S/he will also represent SSG Advisors at technical, policy and strategic planning meetings, including with the project consortium, donors, civil society, government officials, and other stakeholders.
The PPP Specialist will primarily be responsible for the following specific activities:
Provide technical assistance on the identification, design, and implementation of strategic partnerships between private and public sector actors aimed at promoting employment-readiness, life skills, livelihoods, and entrepreneurship opportunities for HIV-affected adolescents, parents, and caregivers;
Identify and establish linkages with economic strengthening initiatives being planned or undertaken by the Government of Tanzania, other development actors, NGOs, and the private sector;
Identify and develop innovative investment financing mechanisms to facilitate economic strengthening partnerships;
Represent SSG on the project team and to stakeholders in government, the private sector, and civil society; and
Collaborate with home office technical and project management staff and other short-term technical assistance providers to deliver high-quality project outputs.
Qualifications
Degree in business administration, economics, finance, or another relevant discipline from an accredited university, with preference for candidates possessing a Master’s degree or higher;
At least 7 years of experience in Tanzania, preferably with a focus in one or several of the following areas: workforce development, life skills promotion, private sector engagement, youth entrepreneurship, and income generation;
A proven ability to identify and understand the needs and interests of varied stakeholders in the public and private sectors;
Demonstrated experience in cultivating and brokering win-win partnerships between private and public sector actors and leveraging private investment to promote economic strengthening;
Ability to work collaboratively, lead negotiations, and reach a consensus among diverse actors, including companies, government officials, community leaders and members, and representatives of HIV-impacted adolescents, parents, and caregivers;
Ability to work independently and effectively within tight deadlines;
Native or bi-lingual proficiency in written and spoken English and Swahili;
Excellent written communication skills, including ability to produce high-quality project reports required; and
Legal authorization to work in Tanzania required.
