The HIV/AIDS & TB Advisor Program Implementation, is a senior management position based in Tanzania, working closely with the Chief of Party in the areas of technical support, assistance and oversight of the HIV/AIDS and TB grant from the Global Fund. This grant has an overall budget of roughly $11million over two years. The HIV/AIDS & TB ADVISOR serves as the technical lead for the program.
Key accountabilities
Save the Children has been selected as one of the Principal Recipients (PR) for Global Fund grants in Tanzania. The HIV/AIDS & TB ADVISOR is responsible for overall planning, management, and execution of the HIV/AIDS and TB activities implemented under the GF grant by 4 Sub Recipient (SR) partners. The HIV/AIDS & TB ADVISOR will ensure timely, high quality and effective delivery of HIV & TB services in compliance with the GF approved performance framework and budgets. S/he will also be responsible for program progress updates to GF and other key stakeholders, and technical support and feedback to the implementing partners. The HIV/AIDS & TB ADVISOR will collaborate with other senior members of the GF project staff within the Program management Unit (PMU) to develop a strong, cohesive team.
Program Planning, and Implementation
- Overall responsibility for planning and management of GF program implementation in order to achieve agreed targets in accordance with the approved performance framework
- Provide leadership and technical support to the HIV/AIDS and TB teams in their work with the SRs
- Foster an environment of shared learning and collaboration among all team members, including SRs, and across sectors
- Take the lead in maintaining coordination among all relevant actors involved in GF in Tanzania, including coordination and effective collaboration among SRs
Technical Quality Assurance
- Provide technical support across the HIV/AIDS, and TB programs to ensure that activities are implemented based on evidence, and respecting national and international standards
- Provide guidance and oversight of technical components of the project to ensure implementation that complies with GF performance framework, implementation arrangement mapping and the budgets
- Participate in and provide technical input at HIV and TB Technical Working Group meetings, and other national and SC approved international fora
- Provide guidance in designing and conducting technical updates to enhance capacity of program staff and implementing SRs for effective implementation of activities.
- Proactively identify and share among SRs best practices to promote "SR to SR learning"
- Regularly engage with appropriate national and international technical assistance providers, particularly SC Regional and HQ staff for quality service delivery as required.Collaboration and Partnership
- Establish and maintain a strong and positive working relationship with the Global Fund, SRs, co-PR, relevant UN agencies (WHO, UNAIDS, UNOPS, UNFPA, UNICEF, etc.) and bilateral agencies (i.e. USAID, PEPFAR, GIZ, DfID, Ausaid, etc.) as well as Tanzania Government officials
- Interface regularly and appropriately with national level technical mechanisms, particularly the Tanzania Health Sector Coordinating Committee and the TSGs for HIV/AIDS, and TB
- Develop communication mechanisms and schedules to ensure efficient and effective management of information and ensure open communication and coordination among partners and colleagues
- Represent the HIV/AIDS and TB sectors in all appropriate forums, meetings, workshops, etc. in consultation with the Chief of Party
- Establish effective working relations with other units within the PR team (i.e. Procurement and Supply Management and Finance) with Save the Children's Tanzania Country Office (i.e. Health, M&E, Communications, etc) and with Save the Children US Global Fund technical team, including other Save the Children PRs in other countries)
