Outline of the Role
KPMG is looking for an experienced short term consultant to act as a subject matter expert on funding for research on science, technology and innovation in Tanzania. The position is to act as the technical advisor on a new consultancy assignment for COSTECH, the Tanzanian Commission for Science and Technology. The assignment is a scoping study on how to strengthen the grant making and fund management capacity of the National Fund for Advancement of Science and Technology (NFAST). NFAST is a fund managed and administered by COSTECH to promote the development of science and technology in Tanzania undertaken by individuals, research institutions and other relevant organisations.
As part of this assignment, the short term consultant will be expected to research and provide advice on potential new funders for NSFAT. This should include identification of potential funders from the public and development sector, as well as advising on potential collaborations with the private sector. The consultant will also be expected to prepare a summary of the research funding currently provided by NFAST and others in Tanzania.
The assignment will be led and managed by KPMG Tanzania. The short term consultant will be working closely with the KPMG team in Dar es Salaam. Other areas of the study will focus on the organisational capacity of COSTECH and advise on the fund management processes. This will be delivered primarily by KPMG, although the short term consultant will be expected to collaborate with the KPMG team and input on all areas of the scope.
It is expected the assignment will be delivered over the course of eight weeks (not necessarily consecutive days) and will commence from late August 2015 onwards.
Qualifications and Experience
KPMG is looking for candidates with:
- experience in setting up funding systems for research
- operational experience in managing grant applications, assessments, disbursements and monitoring processes
- experience in raising funds for research in science and technology, or working closely with funders in the public and private sectors
- direct experience as a beneficiary of research funding in science and technology, including working in or leading a research team, with a PhD in a relevant discipline would be an advantage
- knowledge and understanding of the Tanzanian / East African context, including an understanding of the relevant stakeholders is highly desired
