SENIOR ACCOUNTANT (Head Office) - 1 Post -REF
No. 201
Senior Accountant reports to Finance Manager
1.1
Duties and Responsibilities
i)
To coordinate preparation of section budget
and monitor its implementation;
ii)
To ensure revenue and expenditures are
properly accounted for and appropriately recorded;
iii)
To verify account reconciliations including
bank and revenue reconciliations;
iv)
To effect payments of various types as may be
directed by the Supervisor;
v)
To prepare the Trial Balance, accounting
schedules and related statements;
vi)
To ensure sound internal controls are in
place to safeguard Authority’s resources;
vii)
To oversee development and implementation of
performance targets;
viii)
To provide technical guidance and training to
subordinates;
ix)
To supervise debt collection in liaison with
Departmental heads;
x)
To develop individual objectives/targets and
performance standards as part of the individual performance agreement in
consultation with the Supervisor;

To conduct open performance review and

1.2
Minimum
qualifications and Requirements:
•
Bachelor
Degree in Accounting, Finance, Business Administration or its equivalent;
•
Holder of CPA (T), ACCA or its equivalent and
must be registered by NBAA under “Associate” category;
•
Competence in using Accounting packages
(preferable Epicor 9);
•
At least five (5) years of working experience
in a reputable institution; and
•
Knowledge with competence in managing
disbursements for donor funded projects will be an added advantage.
Senior
Human Resource Officer reports to Manager Human Resource and Administration.
2.1
Duties
and Responsibilities
i)
To co-ordinate staff recruitment and
selection process;
ii)
To co-ordinate the implementation of
Performance Management System and reward management;
iii)
To co-ordinate training and human resources
development including career development policies and training programmes;
iv)
To assist in handling staff disciplinary
cases, negotiations of agreements with workers representatives, mediation and
arbitration;
v)
To carry out annual personnel exercise of
confirmations, promotions and disciplines;
vi)
To conduct exit interviews for staff leaving
the Authority;
vii)
To prepare periodic reports on human resource
activities;
viii) To
coordinate the preparation of the unit budget and its implementation;
ix)
To develop individual objectives/targets and
performance standards as part of the individual performance agreement in
consultation with the Supervisor.
x)
To perform any other duties as may be

Minimum qualifications and Requirements:

Human Resource Officer II reports to Senior

3.1
Duties and Responsibilities
i) To
initiate, develop and recommend human resource policies and procedures;
ii)
To
handle human resource planning, recruitment, allocation and development;
iii)
To monitor implementation of Labour Laws,
Staff Rules and Regulations, Code of Conducts/Ethics and relevant documents;
iv)
To collect, analyze and tabulate human
resource statistics;
v)
To maintain an up to-date record of
qualifications, skills and competencies of all employees of the Authority;
vi)
To promote good industrial relations in the
work place;
vii)
To ensure that annual performance appraisals
for all staff are carried out;
viii) To
establish manpower and skill needs at all levels of departments/section,
considering all current operations and programmed expansion;
ix)
To develop individual objectives/targets and
performance standards as part of the individual performance agreement in

Administrative Officer I reports to
Manager Human Resource and Administration.
4.1 Duties and
Responsibilities
i)
To supervise and oversee the administrative
office functions;
ii)
To ensure provision of office utilities such
as telephone, electricity and water supplies;
iii)
To ensure timely provision of office services
and other supplies such as security, up-keep of grounds and cleaning services,
fumigation and fire-fighting equipment;
iv)
To coordinate the refurbishment and
maintenance office/residential buildings, properties, plants, vehicles and
other assets;
v)
To manage motor vehicles movements, Drivers
schedules and general transport and logistics;
vi)
To contribute to the development of long-term
strategies for improving the working environment;
vii) To
review periodic reports on administrative activities;
viii) To conduct open
performance review and appraisal of subordinates and give feedback;
ix)
To develop individual objectives/targets and
performance standards as part of the individual performance agreement in
consultation with the immediate superior; and
x)
To perform any other duties as may be
assigned by supervisor
4.2
Minimum qualifications and Requirements:
•
Bachelor Degree in Business Administration,
Public Administration, Industrial Relations or its equivalent with
Post-graduate Diploma or its equivalent in Transport and Logistics Management
or Procurement & Supplies Management;
OR
•
Bachelor Degree in Engineering (Estate
Management, Civil, Mechanical, Electrical) or its equivalent; and
•
At
least three (3) years of working experience in estate management,
properties/assets management, fleet management or related activities in a
reputable public institution.
5.0
ROAD LICENSING & MONITORING OFFICER II
(Geita, Katavi, Njombe, & Simiyu) - 4 Posts -REF No. 205
Road
Licensing & Monitoring Officer II reports to Manager Road Licensing &
Monitoring.
5.1
Duties
and Responsibilities
i)
To
register and license public and goods carrying vehicles;
ii)
To
evaluate the scope of road transport services to be rendered;
iii) To
conduct reviews/surveys in order to assess the supply and demand for cargo and
passenger services;
iv) To
keep proper and up to date record of data/information of the road services
providers with a view to providing technical inputs for regulation of tariff,
fares and setting maximum levels of same;
v) To
keep proper record of timetable for passenger vehicles and ensuring that they
are adhered to;
vi)
To evolve codes of conduct for the road
service providers and consumers; and set enforcement mechanisms including
penalties for defaulters;
vii) To
constantly monitor activities of road service providers with a view to
appraising Management on their performance; and
viii) To
perform any other duties as may be assigned from time to time by the
Supervisor.

Minimum
qualifications and Requirements:
Bachelor degree or Advanced Diploma in Logistics and Transport Management,
Economics, Commerce, Business Administration or its equivalent from a reputable
university/Institute;

6.0
ASSISTANT PROCUREMENT / SUPPLIES OFFICER II (Head Office) - 2 Posts -REF No.

Assistant Procurement
/ Supplies Officer II reports to Senior Procurement/Supplies Officer.
6.1 Duties
and Responsibilities
i)
To assist in establishing stock levels and
timely replenishment of stocks;
ii)
To assist in identification of user
requirements for order placement;
iii)
To initiate procurement of supplies and
invitation of quotations from suppliers;
iv)
To assist in preparation and issuance of
Local Purchase Orders;
v)
To reconcile stocks and follow up overdue
orders from suppliers;
vi)
To assist in receiving, inspecting and
issuing goods to user departments;
vii)
To assist in preparation of stocktaking
reports;
viii)
To
assist in the layout and arrangement of the stores;
ix)
To
assist in the safe keeping and proper up keeping of stores; and
x)
To carry out any other duties as assigned by
Supervisor from time to time.
6.2
Minimum
qualifications and Requirements:
•
Diploma
in Procurement and Supplies Management or equivalent qualification;
•
Must be registered with Procurement &
Supplies Professional Technician Board (PSPTB) as a Full Technician;
•
At least six (6) months of experience in
procurement and supplies activities will be an added advantage; and
•
Knowledge and competence of at least one
Computer Application Package will be an added advantage.
Records Management Assistant II
reports to Senior Records Management Assistant.
7.1 Duties and
Responsibilities
i)
To
ensure that file registers are securely maintained;
ii)
To
receive incoming mail, stamp and record them in relevant registers;
iii)
To
file incoming and outgoing letters, dispatch and manage daily movement of
files;
iv)
To ensure letters have all attached documents
referred to and they are properly signed by respective officers after
attendance;
v)
To ensure that envelopes are affixed with
proper stamps, are addressed correctly and timely posted;
vi)
To
circulate flimsy file to the authorized officers;
vii)
To

The Maritime Control
Officer I reports to Manager Marine Registration, Survey & Control
8.1
Duties and Responsibilities
i)
To support the survey and marking of vessels
before registration or licensing;
ii)
To make arrangements pertaining to
registration, licensing, mortgages and liens and any other matters relating to
the registration or licensing of vessels;
iii)
To maintain central records of ships
registered of licensed vessels and monitor the registration or licensing
trends;
iv)
To monitor the implementation of safety
standards by vessels;
v)
To prepare individual objectives/targets and
performance standards are developed as part of the individual performance
agreement in consultation with the immediate superior; and
vi)
To
perform any other relevant duties assigned from time to time by the Supervisor.
8.2 Minimum
qualifications and Requirements:
•
University
Degree or Advanced Diploma in Nautical Science, Maritime Transportation, Marine
Engineering, Naval Architecture, Mechanical Engineering, or Master on a ships
up to 3000GT (STCW regulation II/2) or Chief Engineer Officer on ships up to
3000kW propulsion power (STCW regulation III/3); and
•
At least three (3) years of working
experience in the related field.
The Maritime Monitoring Officer II will
reports to Manager Navigation, Safety, Security and Marine Environment.
9.1 Duties and
Responsibilities
i)
To receive and handle messages through the
Global Maritime Distress System (GMDSS) and other equipment at the MRCC;
ii)
To
monitor performance of equipment at the MRCC;
iii)
To
plot navigational positions on charts;
iv)
To
timely report faults in respect of the MRCC equipment;
v)
To
keep records of messages received through the MRCC and the action taken;
vi)
To handle messages received through the
National LRIT Data Centre and action taken;
vii)
To assist in activities for the coordination
of the national of oil pollution preparedness and response;
viii)
To assist in the coordination activities for
the national maritime search and rescue (SAR) services;
ix)
To ensure that individual objectives/targets
and performance standards are developed as part of the individual performance
agreement in consultation with the immediate superior;
x)
To
perform any other relevant duties assigned from time to time by the Supervisor.
9.2
Minimum qualifications and Requirements:
•
University Degree in Computer Science and
Information, Telecommunication Engineering or Advanced Diploma in Nautical
Science, Maritime Transportation or Master on ships up to 3000 GT (STCW
Regulation II/2); and
•
At least one year of working experience to
the related field.
10.0
PERSONAL SECRETARY I (Head Office) - 4 Posts

Personal Secretary I reports to Manager Human
Resource.
10.1
Duties and Responsibilities:
i)
To prepare letters, minutes, circulars and
other documents required for the day to day running of the Authority;
ii)
To handle internal and external incoming mail
marked for the personal attention of the person in charge, file and distribute
them while ensuring proper maintenance and confidentiality;
iii)
To
reply to routine correspondence, such as acknowledgements, without supervision;
iv)
To follow-up outstanding correspondences and
replies;
v)
To
keep record of files for action by the person in charge;
vi)
To organize and facilitate meetings of the
person in charge to promote a favourable working environment;
vii) To maintain
appointments and priorities of calls and visits to the person in charge;
viii) To
respond to routine questions on the telephone, take messages and forward the
messages to appropriate intended recipients;
ix)
To manage the office arrangement and
cleanliness to ensure a favourable working environment; and

DRIVER II (Head Office, Iringa, Lindi,
Manyara, Ruvuma & Shinyanga) - 9 Posts – REF No. 211
Driver
II reports to Administrative Officer/Regional Officer In-Charge.
11.1
Duties and Responsibilities:
i)
To drive Authority vehicles as assigned by
supervisor and complies with state traffic laws;
ii)
To make pre vehicle inspection to the
assigned vehicle prior traveling and perform routine service to his vehicle;
iii)
To
keep record of vehicle movements, fuel, tyre and distance covered in logbook;
iv)
To report vehicle mechanical defects
discovered and physical damage to the Supervisor;
v)
To ensure that the vehicle entrusted to
him/her has a valid insurance cover;
vi)
To deliver documents as per delivery order
and supervisor’s instructions;
vii) To
keep records of documents delivered to customers;
viii) To
perform any other duties as might be assigned by Manager Human Resources and
Administration.
11.2
Minimum qualifications and Requirements:
•
Certificate
of Secondary Education Examination (CSEE);
•
Classes A, B, C, D & E Driving License;
•
Trade Test Grade III or Advanced Drivers
Certificate Grade III from a recognized institution; and
•
At least one year of working experience in a
reputable public institution.
