Purpose of the Position
To provide leadership in support of a targeted and effective HQ, regional office and country office response to children affected by HIV and AIDS (including children living with HIV, exposed and uninfected children and orphans and other vulnerable children) contributing to the results of reduced HIV transmission, morbidity and mortality as well as mitigating the social and economic impacts of HIV on children and families. Responsible for providing global leadership for UNICEF on policy, technical and programmatic issues related to children affected by HIV, leveraging capacity with UN cosponsors and other partners on these issues. While working as a member of the senior HIV management team at HQ, contribute to achieving a holistic, integrated HIV programme that addresses HIV among children across the first two decades of life.
Key Expected Results
1. Provide leadership for a more harmonized inter-agency response on children and AIDS
Ensure effective UNICEF leadership on social protection, care and support within the UNAIDS division of labour and with other bilateral development agencies, including PEPFAR/USG, to accelerate global and national responses for children affected by AIDS. Co-convene social protection, care and support working groups and support coordination and management of the Interagency Task Team on children affected by HIV/AIDS (IATT). Work with these and other inter-agency groups to strengthen evidence and guidance on protection, care and support and ensure it supports integrated country level efforts. Provide leadership to IATT to drive coordinated actions in countries for better results.
End Result(s):
Policy guidance developed on social protection, care and support for families and children and AIDS and endorsed by inter-agency working groups. High level inter-agency fora on children and AIDS held biannually to assess progress and identify new priorities. More effective, harmonized and coordinated inter-agency responses at a global and national level. Inter-agency knowledge products disseminated through global meetings, communities of practice etc.
2. Ensure integration of protection, care and support priorities within UNICEF's broader response
Provide leadership, guidance and policy direction within UNICEF on protection, care and support for children affected by AIDS. Support an effective multi-sectoral response in conjunction with colleague in Programme Division and Division of Social Policy to support evidence-based and integrated responses for children and AIDS. Ensure the planning, implementation and monitoring of an annual team workplan and as Team Leader, provide regular feedback to the section on progress made in line with MTSP objectives. Provide effective management and supervision of direct reportees and consultants working within the HIV section.

Annual work plans developed and delivered within budget on protection, care and support of CABA Protection, care and support interventions well integrated in policy guidance for first and second decade responses for children HIV objectives reflected in workplans of other sections including child protection , social protection, ECD, education, health, nutrition, human rights and gender. Effective supervision and mentoring of direct reportees. Priorities delivered in line with Strategic Plan objectives.
3. Facilitate effective
Technical assistance at country and regional levels Lead UNICEF's technical assistance on protection, care and support for children affected by AIDS while working closely with regional and country level offices and country partners. Identify opportunities to further integrate work on protection, care and support with HIV prevention and treatment initiatives particularly in PMTCT , paediatrics and adolescent programming; identify opportunities to further strengthen community engagement for more equitable outcomes for children and families.

More effective programming in 38 UNAIDS priority countries on social protection, care and support of children affected by AIDS to mitigate the social and economic impacts of the epidemic. Improved adherence and retention in HIV treatment and care of women and children through effective community engagement and efforts to address demand side barriers Better integration of protection, care and support across the first and second decade responses (particularly PMTCT , adolescent prevention and treatment responses).
4. Strengthen evidence base for more effective responses for children and AIDS In collaboration with key development partners, strengthen the evidence base for more effective programming through supporting operational and evaluation research and good programming practice.

5. Support resource mobilization, donor relations and reporting Support and contribute to the resource mobilization efforts of the HIV section senior management team. Ensure quality and timely donor reporting and support the drafting of reports and proposals.

6. Promote and support monitoring and evaluation of the protection, care and support response In collaboration with the statistics and monitoring section, promote and provide technical support for global and national level monitoring of protection, care and support interventions for children affected by AIDS and support timely global reporting. Work with relevant inter-agency working groups to ensure more complete set of global and national indicators on children and AIDS.
End Result(s):
Global indicators are incorporated within household survey to measure coverage of external support for most vulnerable households affected by HIV. Global indicators developed to measure more HIV-sensitive social protection and child protection systems as well as effectiveness of community-based interventions.
Qualifications of Successful Candidate
- Advanced University Degree in relevant field, e.g. Social Sciences, Social Development , Psychology,Public Health or related degree.
- At least 10 years relevant experience at national and international levels in programme formulation, design, management and evaluation with emphasis on strategic planning. Fluency in English and another UN language.
- Knowledge in French and Spanish an asset.
- A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
