Job Title: Programme Country Manager
Reports to:CARE2 Programme Manager
Based in: Dar es Salaam, Tanzania

Purpose
This is a fixed term contract (with a possibility of extension) to establish GVEP presence in Dar es Salaam, Tanzania country office and manage the Capital Access for Renewable Energy Enterprises (CARE2) project funded by SIDA, in Mwanza Tanzania. GVEP International is implementing all aspects of this programme which will support the growth of a sustained market for renewable energy, focusing on “e-MSMEs” (energy-focused micro, small and medium sized enterprises) in East Africa, as a means to drive economic prosperity in a way which is inclusive of people living in poverty. The project has three main components, namely a Technical Assistance Facility (TAF), a Loan Guarantee Fund (LGF) and Pipeline Development Projects (PDPs).

The Role
To deliver these results and more, GVEP International has proposed a strong team of qualified, experienced and motivated individuals to take on various roles in the project and possibly in other GVEP activities. The Country manager will lead the Pipeline Development Project(PDP 2) – establishing mobile phone charging solar entrepreneurs in Mwanza Tanzania.

Main responsibilities include:
• Ensuring presence of GVEP in Dar es Salaam, Tanzania
• Strategic planning and direction: providing a framework for implementing the activities of the project, communicating the same to the team that in Mwanza.
• Managing the Dar es Salaam and Mwanza project offices on a day to day basis to ensure that its deliverables are met on time
• Staff management and financial management
• Ensuring there is proper coordination on all project matters among project staff including Business Development ServicesCoordinators and Mentors
• Maintaining good relations and liaisons of GVEP and relevant Government agencies, Sida country offices and beneficiary SMEs involved
• Monitoring: Ensuring accurate data for PDP 2 is collected by project staff, that this data is reviewed and analysed regularly and lessons learnt inform on-going operational practise and strategy reviews.
• Working with the M&E Coordinator to ensure PDP 2 is achieving the desired outputs, outcomes and impacts, and taking immediate corrective action when deviations are noted.
• Reporting: Ensuring that all required reports for PDP 2, both technical and financial, are delivered as required
• Harmonisation with other GVEP activities and programmes in Tanzania with optimal use of shared resources and realisation of synergies with those programmes.
• Any other duties that may be reasonably allocated by senior management.

Requirements:
• 3 years experience with international donor programmes, with strong project management skills and a track-record of delivering programme results.
• At least a bachelors degree in a business related discipline with more than 3 years work experience in developing enterprises, business development, project management or similar fields
• Experience in the energy sector essential including project financing and investment, energy technology and the energy environment.
• Experienceworking with Financial Institutions (commercial banks, microfinance) will be an added advantage as well as with Governments and Government agencies.
• Experience working with rural or small businesses, and an understanding of unique challenges faced by African eSMEs
• Extensive experience creating and refining business plans, technical reports, writing narrative and financial reports

• A passion for bringing in new business

• High level of inter-personal and presentation skills and an ability to communicate clearly and collaborate with colleagues, SMEs and other stakeholders

• A can-do and collaborative mindset – comfort with the ambiguities and demands of a rapidly evolving environment.
• Fluent in English and Swahili
The position will require regular travel to Mwanza.
