PROPOSAL SUMMARY
International Business and Technical Consultants, Inc. (IBTCI) is currently seeking a Customs and Transit Specialist for an end of project evaluation for the Competiveness and Trade Expansion (COMPETE) Trade Hub Project for USAID/East Africa (EA). The purpose of this evaluation is to provide USAID/EA and its partners with an independent assessment of COMPETE project performance and to provide lessons for future regional programming as well as build sustainable capacity for regional and international trade and food security in East Africa.
QUALIFICATIONS
• Must have a Master’s Degree in economics, business management, engineering, or a closely related field. • At least 8 years’ experience in transport and trade facilitation at the national, regional and/or international level, in Eastern Africa. • Must have experience in transport planning, policy and customs reform, demonstrated ability to implement reforms in a developing country context. • Must have experience in customs operations, trade policy and trade facilitation at national, East African regional and international levels. • Be familiar with World Trade Organization (WTO) and World Customs Organization (WCO) Conventions on customs facilitation, as well as efforts to harmonize customs and transit procedures in the Eastern Africa Region. • Must have participated in evaluation of donor funded development projects in Africa. • Sound knowledge of USAID programs and an understanding of the evaluation policy. • Excellent analytical and report writing skills. • He/she should be an African professional conversant with regional trade, transit and agriculture issues in eastern and/or southern Africa. • Must have English fluency.
