PROGRAM BACKGROUND The Pacific Islands are considerably vulnerable to natural disasters and the effects of climate change. To address these vulnerabilities, USAID Philippines, will effectively contribute to enhancing the resilience of the two nations by improving national and local capacities for disaster risk reduction (DRR), response, and recovery while, at the same time, strengthening USAID/OFDA’s response capabilities in the Pacific region. International Medical Corps will apply their global preparedness experience to provide additional technical inputs and expertise at targeted periods throughout the life of the project. International Medical Corps’ expertise in emergency response and recovery will also complement the groundwork established to ensure that there is robust surge capacity in the event of a disaster.
JOB SUMMARY The primary function of the Consultant for Public Health is to ensure public health concerns (e.g. prevention and responding to communicable disease especially those of epidemic potential, diseases surveillance, and outbreak response) are integrated into emergency response activities and to lead coordination and implementation of these activities.
ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Program Planning • Work closely with the Team Leader/Country Director to meet understand program goals and to meet expectations • Lead/participate in a coordinated rapid assessment to better understand communicable disease risks and to map treatment sites and surveillance activities • Monitor and analyze data to flag possible outbreaks during the emergency phase • Work with medical team and special advisors such as WASH/EPI to identify possible outbreak risks and plan risk mitigation • Work with Medical Director/Coordinator to develop response to outbreaks of communicable diseases during the emergency phase • Initiate planning for longer-term communicable disease prevention activities, including outbreak response and containment and prevention education, as emergency stabilizes • Contribute to production of proposals for any new projects
- Coordination • Coordinate with all relevant actors and actively participate in relevant working groups or sub-cluster (where active) • Work with partners and community members to develop appropriate prevention, surveillance and response activities • Coordinate with other sectors and participate in additional cluster working groups to ensure integration of communicable disease concerns into various services
- Training • Organize and lead trainings for partner organizations working in various sectors • Organize and lead trainings for key groups of first responders • Organize and co-facilitate trainings for medical practitioners on data collection/analysis and planning an outbreak response • Identify and train community-based volunteers for prevention activities • Build capacity of local organizations involved in prevention and/or surveillance activities
- Representation • Represent the organization at meetings as appropriate • Ensure maximum visibility of the agency amongst the UN and NGO community • Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct
- Security • Ensure application and compliance of security protocols and policies • Consider security implications of all program activities, reviewing new initiatives with national staff, partners and community leaders
QUALIFICATIONS • Advanced degree in Public Health or other relevant field of study preferred • At least three years of field experience, including experience in communicable disease prevention, surveillance and outbreak response • Experience in emergencies and conflict areas strongly preferred • Relevant regional experience strongly preferred • Familiarity with standards and guidelines for communicable disease prevention, surveillance, and outbreak response • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs • Profound cross-cultural awareness • Ability to exercise sound judgment and make decisions independently • Extremely flexible, and have the ability to cope with stressful situations and frustrations • Excellent decision making skills • Team player and strong communication skills, both oral and written • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus LANGUAGES • Ability to speak English is required
