PROGRAM BACKGROUND The Pacific Islands are considerably vulnerable to natural disasters and the effects of climate change. To address these vulnerabilities, USAID Philippines, will effectively contribute to enhancing the resilience of the two nations by improving national and local capacities for disaster risk reduction (DRR), response, and recovery while, at the same time, strengthening USAID/OFDA’s response capabilities in the Pacific region. International Medical Corps will apply their global preparedness experience to provide additional technical inputs and expertise at targeted periods throughout the life of the project. International Medical Corps’ expertise in emergency response and recovery will also complement the groundwork established to ensure that there is robust surge capacity in the event of a disaster.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Be responsible for the implementation of activities for the WASH sector through community approaches and interpretation of data, specifically regarding water quality (pollutants and salinity) and water table monitoring as appropriate to humanitarian emergency context.
- Develop plans of action to ensure timely, efficient coordination, according to IOM Standard Operating Procedures, Sphere standards, the Inter-Agency Standing Committee (IASC) endorsed guidelines and as agreed in the WASH cluster.
- Be responsible for the strategy implementation and feasibility studies of WASH projects in the country pertaining to the specific emergency mission.
- Provide technical support to project strategies and methodologies in consultation with other members of the emergency response team in the Marshall Islands, other IOM technical experts, the WASH cluster and the U.S. Agency for International Development (USAID).
- Liaison with governmental institutions such as the Majuro Water and Sewer Company, Ebeye local Government and the Environmental Protection Agency (EPA), for the implementation of programmes, information sharing and the development of Government of the RMI (GoRMI) institutional capacity.
- Ensure efficient and effective workable solutions to the ground problems and working closely with IOM support units in Logistics and Procurement in Majuro.
- Ensure IOM WASH sector representation and coordination with other actors/ clusters, United Nations (UN) agencies, non-government organizations (NGOs), rural water department and local authorities/ communities.
- Be responsible for the monthly and weekly compilation of the activity progress reports.
- Travel regularly to the field to implement and monitor WASH activities.
- Perform such other duties as may be assigned.
SKILLS & REQUIREMENTS: • Engineering degree (emphasis in Water/Sanitation) • 5+ years of relevant work experience (minimum of 3 years in developing country or international development program; refugee camp settings a plus) • Familiarity with relevant technical standards, norms, and current best practice in maintenance and operation as they pertain to rainwater harvesting, reverse osmosis and solar power • Proven knowledge of linkages between water/sanitation and public health • Profound cross-cultural awareness • Ability to exercise sound judgment and make decisions independently • Ability to relate to, motivate, and develop local staff effectively • Excellent communication, analytical and decision making skills • Ability to read, analyze and interpret administrative reports, technical procedures, and governmental regulations
