Response Manager

The Response Manager will provide strategic leadership and day-to-day management over the Disaster Management (DMT) and Gifts-in-Kind (GIK) teams, to ensure that they are effective and meet the need of the people affected by disasters, while achieving the designated goals and objectives of World Vision South Sudan. You will lead the DM Team in the development, implementation, oversight and evaluation of all programming related to emergency response and disaster mitigation, with emphasis on leadership, staff development, liaison and coordination, strategic development, resource acquisition, and quality control.

RESPONSIBILITIES INCLUDE:

  • Act as a Leader for the DM Team and provide leadership and management for the implementation of all WVSS emergency responses programmes in accordance with the overall WVSS country strategy, policies, procedures and objectives, and within adopted Humanitarian standards.
  • Liaise with OCHA, other UN agencies, the Gov of South Sudan, NGOs, donors and partners on emergency preparedness and response.
  • Ensure that all emergency programmes are closely integrated with other programmes in affected regions.
  • Work with the Programme Director to deliver appropriate communication services to the programme and to ensure adherence to WV Communications standards, providing information and support to the Communication Manager as appropriate.
  • Work with the Integrated Programmes Director (IPD) and Security Manager to facilitate appropriate security advice and communication services to the ERDM team and to ensure adherence to WV security standards.

REQUIRED SKILLS:

· Postgraduate qualification in humanitarian affairs or international relations social sciences or a related field.

· Technical qualifications in public health, food security or commodities management are an advantage.

· Experience in management and knowledge of accounting methods and procedures.

· At least 5 years field experience in a developing country programming context, preferably in humanitarian relief and experience working in conflict/war zones with international consortiums.

· Willingness to spend at least 33% of his/her time in the field visiting projects sometimes under difficult living conditions.

Aileu Area Manager


The Aileu Area Manager will provide leadership to World Vision Timor-Leste (WVTL) staff in the District, ensure that projects are implemented according to WV International standards and best practice, and contribute to organisational and staff capacity development, and representing WVTL in District to partners and stakeholders.

RESPONSIBILITIES INCLUDE:

· Provide overall leadership and management for the Area Office and projects, including management of budgets and work plans and hosting donor visits

· Ensure that WVTL is working in areas of strategic importance within the district and management of community and provincial government relations is effective

· Develop the capacity of local staff to manage and implement quality projects on a timely basis

· Assist project managers in project design, planning, monitoring and evaluation with Learning through Evaluation with Accountability & Planning (LEAP) compliance.

REQUIRED SKILLS:

· University degree

· Sound experience in project and program design, implementation, monitoring, evaluation and report writing

· Background in WASH, disaster risk management , marketing and economic development

· Minimum 2 years of appropriate professional experience in management and leadership of a comparable community development environment

Area Manager – Vanuatu

The Area Manager – Vanuatu will provide leadership to World Vision Vanuatu (WVV) staff in the Province of Sanma, in close collaboration with the Country Program Office. You will also ensure that projects are implemented according to WV International standards and best practice and provide overall leadership and management for the Area/WVV Provincial Office and projects, including management of budgets and work plans and hosting donor visits.

RESPONSIBILITIES INCLUDE:

  • Facilitate the internalisation of World Vision’s core values, vision, mission and Transformational Development (TD) /Development Program Approach (DPA)by all staff in the Target Area.
  • Supervise staff that report directly to you. Conduct regular coaching and implement the Performance Development Management (PDM) system
  • Ensure that program and project approaches, interventions and processes are consistent with the TD/DPA model and community empowerment approach. Facilitate and/or lead processes in area Program and within the Local Management Team to continue action learning and innovation.
  • Actively network, coordinate and, as appropriate, collaborate with local NGOs, INGOs and donor agencies working within the target province.

REQUIRED SKILLS:

· Relevant undergraduate qualification

· Minimum 2 years of appropriate professional experience in management and leadership of a comparable community development environment

· Sound experience in project and program design, implementation, monitoring, evaluation and report writing

· Be willing to work in a team environment and travel (up to 50%) and stay overnight at project site

Country Program Director

The Country Program Director will lead, direct, develop and manage all aspects of World Vision ministry in Vanuatu as an effective member of Pacific Timor Leste (PTL), and to ensure there is ministry impact of the highest, cost effective quality and accountability according to the relevant policies, protocols and standards of World Vision.

RESPONSIBILITIES INCLUDE:

  • As a senior member of the Management Team of World Vision PTL, this position plays a central role in the development and implementation of WV PTL’s strategy and Business Plan in Vanuatu.
  • Support the National Office, Regional Office, and Support Office (NO, RO and SO) in a new operating model with a focus on end-to-end ministry and donor experience.
  • Ensure a relevant, timely and accurate flow of management and operational reports to meet reporting standards of the support and donor partners.
  • Support the development of tailored programmatic solutions that meet unique donor requirements and contribute to the ministry strategy in WV in Vanuatu.
  • Ensure effective Human Resource systems in performance and development management of staff including recruitment and selection, orientation, development and evaluation to ensure ministry impact of the highest, cost effective quality, accountability and integrity.
  • Ensure and oversee proper mechanisms for Child Protection and other WVI Standards and Principles implementation.
  • Develop and maintain capacity to respond promptly to all Category I emergency relief responses.

REQUIRED SKILLS:

  • Degree required in international development, business administration, public health, economics, rural development or related discipline, preferably at masters level.
  • Substantial program management experience of at least five years in a developing country context with evidence of both leadership and accountability.
  • A strategic thinker with an action oriented approach to program implementation and grant acquisition.
  • Ability to travel internally in Vanuatu as well as internationally for 30% of time.

Operations Director-Mongolia

The Operations Director-Mongolia will oversee the programmatic operations of the organisation and provide leadership and management support for strategic courses of action in Area Development Programmes (ADPs) and Grant-funded/Relief Programmes. You will ensure that strong strategic and annual planning processes are in place and programme implementation are within WVI standards. You will also ensure efficient and effective implementation of operational goals and objectives within the context of World Vision and key stakeholders as laid out in the strategy documents.

RESPONSIBILITIES INCLUDE:

  • Provide leadership in the development of strategy, directions and key priorities of WV operations (short, medium and long).
  • Provide leadership in creating an annual operating plan of Operations department.
  • Oversee all aspects of ADP/project design, implementation, monitoring and evaluation, and transition.
  • Provide leadership in funding negotiations with support offices and other donors.
  • Develop and support succession planning for National Office (NO) operations leadership.

REQUIRED SKILLS:

  • Bachelor’s degree in International Development, Business Administration, Public Health, Economics, Rural Development or a related field.
  • Minimum of 5 years managerial experience in Project Development with a thorough understanding of all areas of project management cycles in a complex, international organization.
  • Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred.
  • Ability to travel within country, regional and internationally.

Capacity Development Advisor

The Capacity Development Advisor is a member of the Global People & Culture Capacity and Leadership Development (CALD) team which is the reference point for strategic thinking and standards for staff learning and development across the Partnership. It is responsible for introducing and supporting the use of tools, practices and resources that enhance capacity development practice and skill development - modeling and promoting effective models of learning.

We are looking for a highly skilled learning and development practitioner who can provide technical and thought leadership, and in doing so will advocate and role-model excellence in staff capacity development, to help CALD achieve its strategic objectives.

You will have a proven track record in a fast paced, complex and ideally global organisation, you will have a desire to help others and model ethics in line with the Christian foundations and ethos of the organisation.

RESPONSIBILITIES INCLUDE:

  • Lead the design and implementation of capacity development solutions that enable the professional development of key staff and leaders across the Partnership and which model blended learning methodology
  • Lead the design, development and ongoing coordination of a Partnership-wide architecture and other mechanisms that enable the collection, storage, sharing and evaluation of learning assets (e.g. curricula) to help increase capacity development efficiency and effectiveness and nurture a culture of learning
  • Actively contribute to and influence the design of capacity development principles, protocol and standards and their application to ensure greater quality and impact of WV capacity development initiatives

REQUIRED EXPERIENCE, KNOWLEDGE, SKILLS AND ABILITIES INCLUDE:

  • Graduate or post-graduate qualification in either Education, Human Resources, International Development, Organisational Development, or related areas
  • At least 3-5 years of progressive experience in staff capacity building and/or leadership development, preferably within an international development context. Five years or more is preferred
  • Experience in leading and managing projects involving multiple stakeholders
  • Experience in eLearning and/or Knowledge Management

Programmes Manager – Development Partnerships.

WVNZ’s Grants team is a high-performing team who successfully acquire and support the delivery of large government grants across the Pacific region. Each team member is highly motivated and able to manage their own work professionally and diligently to achieve performance targets. This role is focused on growing partnerships with private and state sector actors in order to increase the level of resources for, and effectiveness of, World Vision’s programmes in the Pacific region.

The primary funding source for WVNZ’s Pacific programmes is the NZ government, which is now promoting partnerships with private/state sectors for international development, focused on sustainable economic development in the Pacific. This role will work closely with Ministry of Foreign Affairs and Trade, our Pacific field offices and private sector partners in New Zealand to successfully leverage government grants with the resources and expertise of the private/state sectors to achieve development goals in the Pacific. The role includes the opportunity for regular travel throughout the Pacific and within New Zealand in order to manage partnerships and support programme delivery. The key accountabilities are Resource Acquisition, Partnership development, Programme Management.

The successful candidate will hold a tertiary/post-graduate qualification in a relevant discipline - such as development studies, business administration etc. Experience writing grant proposals and managing donor contracts is essential. Experience in negotiating and brokering partnerships for achieving development outcomes is highly desirable, as is experience managing development projects in a developing country. Work experience in the public and/or private sectors is an advantage. HEA Division Director

Responsibilities (major): • Oversee the work of and engage in developing and updating emergency response, RR,food and refugee programming. • versee program design processes, including needs assessments, project design, proposal writing, marketing, monitoring and evaluation, reporting, donor and WV Support Office relations. • Ensure that emergency response provides appropriate and timely technical support to Program Offices around the country & ADPs to help them to meet deliverables to the required standard. • Provide leadership for emergency response and ensure that rehabilitation programs are effectively implemented in Non-ADP areas. • Ensure that FBOs, local institutions, government partners, NGOs and donors are included during the planning processes to ensure operations are responsive to the particular field context. • Provide leadership to ensure strict budget management and adherence to donors’ requirements. • Oversee and follow up procurement, transport and warehousing of relief supplies, and food, whether through purchase or gift-in-kind • Ensure integration of crosscutting issues into HEA programs (gender, children in emergency, advocacy, diversity, Do No Harm and ensure the programs are in line with WV values). • Ensure mainstreaming of disaster risk reduction and environmental concepts in ADP designs/redesigns and annual plans. • Provide leadership to ensure program impact assessments and documentation and sharing of best practices and lessons learned. • Engage in and ensure that appropriate tools like Coaching For Performance (CFP) and mentoring are practiced within the department to enhance smooth staff relations and accountability. • Ensure and engage in networking with donors, government offices, UN agencies and other stakeholders. • Participate in the National Office overall leadership and management.

Qualification required: MS in Development Studies, Humanitarian Response studies or related field

Relevant Work Experience: • 8-10 yrs/at least 4 yrs at a Senior Manager level with an INGO orequivalent • Proven experience with humanitarian response work and familiar with current best practices and standards. • Strong oral and written English language skills • Proposal writing skills and experience with key donors such as USAID, UN-OCHA, UNICEF, ECHO, etc.
• Excellent networking and stakeholder relations skills.

The position of Programme Development and Quality Assurance aims at developing, installing and implementing programming systems for delivering of quality program/projects that benefit the disadvantaged children, their families and communities in Rwanda. Key responsibilities

• To initiate, develop, monitor and implement technical processes and practices in Accordance with the strategic direction of the WV Rwanda • To lead the development of the strategic plan of the National office and the annual operating plans of the National office • To develop and monitor implementation of strategies for Healing Peace and reconciliation programming and gender mainstreaming • To develop strategy implementation plan and balanced scorecards for the strategy for the National office; • Review existing Technical Services and where necessary develop appropriate new structures, approaches and procedures that will ensure better ministry quality, effectiveness and efficiency • To develop strategy for strengthening community based organizations to guide WVR’s work in empowering these institutions to promote sustainability of development benefits • To be responsible for the development of a sustainable Design, monitoring and evaluation system to support programs at all phases.
• To lead in developing strategies for other cross-cutting sectors like education, advocacy, child protection, gender, etc. • To develop guidelines for and monitor utilization of management and project information systems for all WVR programmes. • To provide leadership to quality ministry team and ensure accountability and performance for all cross cultural ministry functions. • To ensure that technical support is provided to programs in the area of health, nutrition and HIV/AIDS. • To provide leadership in program design and donor relation

Qualifications requirements

• Must possess strong research skills • Must have experience in designing monitoring and evaluations systems for large organizations • Must have experience in project design and implementation, and operation management; project monitoring and evaluation and report writing. • Must be a skilful people manager, with ability to lead, inspire, and mentor subordinates, and to achieve the highest possible results through staff. • Must have clear visions of the key accountability, and be determined to achieve all set targets in line with short, medium and long term targets and objectives as specified in WVR’s budgets, plans and strategic documents. • Must have developed networking skills mainly with major donors, the government and other NGOs • Must be computer literate in especially MS Word, Excel and Power Point. • Proven ability to speaks and writes English. • In sympathy with Christian values and supportive of WV Mission, Vision and Core Values. • Must possess a driver’s license category B.

ADP Manager

World Vision Ethiopia (WVE) is an International Humanitarian Christian Organization whose objective is to provide holistic and integrated relief and development programs in the country. WVE works in a number of regions of the country and is looking for a competent candidate who fulfills the following qualifications.

Position: ADP Manager

Responsibilities (major):

• Ensure that all projects and programs in the ADP comply with LEAP and Program Management standards. • Ensure the proper implementation of development and emergency response programs/projects as planned during the desired timeframe. • Enforce stewardship by ensuring efficient and effective utilization of program/project resources for the intended purpose in the ADP.
• Lead in and ensure proper enforcement of WV partnership and WVE policies and guidelines within the ADP. • Oversee and supervise sponsorship business process and systems, delivery of programmatic inputs to targeted households/groups • Ensure that appropriate tools like Coaching for Performance (CFP), coaching and mentoring, Balanced Score Card (BSC) etc are practiced within the ADP to enhance smooth staff relations and accountability. • Provide feedbacks and situation updates to Program Office and functional units within the organization as deemed necessary; receive enquiries and give response in consultation with the Program Office.
• Submit operation plans and regular progress reports to the Program Office and respective government offices.
• Network with woreda and zonal government offices, non-governmental actors and other stakeholders within the zone as deemed necessary. • Facilitate work and collaboration with functional units of the organization through closer consultation and understanding of the Program Office. • Ensure program/project approaches, processes and interventions are child focused & Community based.

Qualification: MSc/MA or BSc/BA degree in Agriculture, Economics, Sociology, Development Studies or related fields.

Relevant Work Exp.: At least 7 years of relevant experience out of which 3 years at Managerial Level. NGO Experience is Highly Preferable.
