Solidarités International WASH Cluster State Focal Point / Field Coordinator for Unity State - Bentiu
Solidarités International is a French humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 180 expatriates and 1500 local managerial staff and employees. Solidarités International is currently present in Africa (Central African Republic, South Sudan, Kenya, Somalia, Liberia, Mali, Mauritania, Chad, Democratic Republic of the Congo, Republic of Côte d’Ivoire), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar and Pakistan) and in Haiti. The Wash Cluster State Focal Point (SFP) / Field Coordinator for Unity State has to fill 2 roles: • Ensure appropriate coordination among the WASH Cluster in Upper Nile State In line with the Humanitarian Reform, NGOs, international organizations and UN agencies operating in the WASH sector comes together under the leadership of UNICEF and Medair to identify gaps, plan and prioritize response, and to implement and monitor activities in a spirit of partnership. The overall purpose is to alleviate human suffering and protect the lives, livelihoods and dignity of populations in need. The Government of the Republic of South Sudan is primarily responsible for the initiation, organization, coordination, and implementation of humanitarian assistance within its territory. Whenever possible, the WASH cluster operates in support of and in coordination with local authorities. • Coordinate Solidarités International’s intervention in Unity State Solidarités International has opened a field office in Leer (Unity State) in November 2011 to implement part of the activities of an OFDA funded project. The rest of the project is located in Upper Nile State, managed from Malakal field office by another SI team. The main objectives of the SFP / Field Coordinator are: To facilitate the coordination of all WASH agencies, in collaboration with State line ministry and UNICEF, for coordination meetings, stock management, working group, information dissemination, experience sharing, assessment planning and emergency preparedness and response implementation and state-wide activity mapping. To ensure appropriate sector strategy, preparedness and contingency planning for emergencies. To ensure effective collaboration of the WASH sector with humanitarian forums and other clusters (with OCHA support). To propose a regional strategy according to the geopolitical and humanitarian context, and ensures its implementation once validated. To check and ensures that projects are carried out in accordance with the Solidarités International charter, respecting all internal and contractual procedures To mobilize the material and financial resources necessary for programs to run smoothly, and supervises resource management. To coordinate the teams in place and is responsible for their security To be the Head of Mission's direct contact and representative. The Field Coordinator / State Focal Point will be based in Bentiu /Rubkona Payam with regular field trips for the WaSH Cluster coordination activities (assessments, emergency response coordination) and field visits for the follow-up of SI’s field activities
List of main tasks as State Cluster Focal Point: • Ensure humanitarian context follow-up in Unity State. • Maintain state level cluster contact list and ensure knowledge of who is doing what and where (3W matrix) within the sector in the given state in coordination with UNICEF. • Brief new cluster members on the sector specific issues. Provide initial contact lists; facilitate contacts with key partners. • Facilitate state level cluster meetings (initiated and chaired by state line ministry and/or UNICEF) via dissemination of meeting announcement, providing NGO updates for absent agencies, and sharing meeting minutes at the central and state level. • Facilitate or coordinate joint needs assessments, in partnership with cluster members and/or with inter-sector team, and other programmatic issues as need be. • Analyze the humanitarian situation taking into account protection issues in a Do No Harm perspective and share findings to WaSH Cluster members. • Recommend interventions that can be developed by SI to respond to the identified needs and in case of interest from SI team, participate in the dimensioning of the potential needs response. • Support cluster leads and co-leads at Juba level with planning issues including humanitarian work plan, risk analysis, preparedness/contingency planning and identifying gaps at State level. • Reinforce early warning systems on emergencies and support advocacy to donors to fund NGOs in emergency areas. • Advice on the repartition of the WASH cluster emergency Core pipeline supplies in coordination with UNICEF. • Coordinate actors’ interventions on the ground or from Malakal in case of an acute emergency. • Support WASH partners in participating in the Common Appeal Process for the Wash part of their interventions. • Visit field actors and evaluate their activities, identify gaps and mobilized other actors if needed. • Advice and support development of experience sharing and capacity building activities. • Advocate for development activities implementation at state level and support to CBOs and National NGOs. • Act as the state level focal point for inquiries on the cluster’s response plans and operations within the state. • Represent the cluster at Humanitarian Coordination Forums in the state. • Liaise with other clusters, especially Protection, Health, Nutrition, Logistics and NFIs. • Report on WASH Cluster achievements in Unity State to the Cluster Lead and Co-lead on a monthly basis List of main tasks as Field Coordinator: Coordination and strategic orientation • Monitor and analyse the humanitarian, political, cultural, social and economic context. • Propose and develop an operational strategy in line with the association's policies and the population's needs. • Propose new operational directions according to how the context develops Relevance and operational quality / operation monitoring • Ensure the coordination, development, monitoring and evaluation of the programmes implemented • Ensure that the programmes are relevant and consistent. • Ensure that the programmes are implemented in accordance with the annual operational strategy, Solidarités International's technical requirements and financial donor's criteria.
Resource management • Propose the human, financial and logistical scale and its organisation in his/her area of intervention • Ensure that financial resources and other means necessary for accomplishing projects are mobilized. • Guarantee the appropriate use of resources Human resource management • Build and maintain a team dynamic which enables the objectives of Solidarités International to be carried out • Promote the ethics and values of Solidarités International • Monitor the implementation of Solidarités International's human resources policy and procedures (recruitment, EAP, etc.) • Monitor the personal and professional stability of Solidarités International employees and ensure that an adequate living and working environment is maintained • Manage associates placed under his/her direct supervision • Help with the key responsibilities of the Leer/Bentiu base managers especially regarding management of the national staff based in Bentiu when necessary and in accordance with him/her. Security • Responsibility for the security of teams and property, under the Head of Mission's supervision • Monitor and analyse the security situation and ensure it is understood by teams • Ensure that all new arrivals are given a geopolitical and security briefing • Under the supervision of the Head of Mission, ensure that all documents and procedures relating to security are updated regularly • Ensure that all security rules and procedures are respected • Ensure that a permanent security monitoring system is set up • Ensure the immediate management of any security incidents occurring in his/her intervention zone and immediately notify the Head of Mission Financial backer relations / search for funding • Monitor and analyse financial donor strategies in his/her intervention zone • Participate, at the request of the Head of Mission, in the search for funding and ensure the financial stability of the organisation and the programmes implemented in his/her intervention zone • Strengthen relations between Solidarités International and donor representatives in his/her intervention zone Internal and external communication • Ensure that documents produced in his/her intervention zone meet deadlines and quality standards, like monthly reports for submission to UNICEF • Provide systematic and ad-hoc reports to the WASH Cluster Lead and Co-lead in Juba • Report on scheduled tasks to humanitarian coordination, local authorities and on weekly report on activities related to the WASH Cluster to the SI team • Ensure that all internal reporting respects the standard formats and procedures • Organise regular coordination meetings including staff working in Leer • Ensure that key operational information circulates properly, in his/her intervention zone and between the bases and the country coordination Representation • Be the official representative of Solidarités International in his/her intervention zone for aid workers, administrative, political and local authorities, civil society and the media • Be an active participant in humanitarian forums and relevant coordination meetings
FORMATION
FORMATION Education: University degree in a relevant field such as international development, public policy, program evaluation Experience: • Minimum 1 and 2 years with INGO specialized in Humanitarian assistance. • Previous experience in similar positions preferably with security management, programme coordination and base management in emergency context. • Previous experience with Solidarités International is an advantage Technical skills and knowledge: • Knowledge of security management, • Knowledge of project cycle management • Experience with monitoring and evaluation systems and methodologies • Broad understanding of a range of technical fields, mainly on WASH-related issues • Excellent oral and written communication skills • Computer literacy with command MS Office Suite; Knowledge of GIS software is desirable Transferable skills: Efficiency, rigorous, organized, strong communication skills, diplomacy, autonomy, ability to network and build beneficial professional relationships with partner organisations Language: • Advanced English speaking, reading and writing skills, • French appreciated • Arabic is an asset Computer skills: Proficiency in Microsoft Office Suite, working knowledge of spread sheet and database management. Other desirable qualities: • Adaptability to changing work environment and possible volatile security situation, • Ability to work under pressure, with peak of heavy work load, • Commitment to the fundamental principles of Solidarités International charter and ethos
STATUT
Salaried post: from 1700 euros gross per month, according to experience, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 $ (Cinq cents US Dollars). - Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 15-day period after six months spent on the mission (Solidarités will cover travel costs).
