ESTATES/ PROPERTY OFFICER – GRADE ZRA06 (01)
ZAMBIA REVENUE AUTHORITY
In line with our Corporate priorities aimed to ensure maximization of revenue collection and increased tax compliance on the one hand and the need to effectively manage the numerous challenges and opportunities in the fast changing business environment on the other, we are seeking highly motivated, result-oriented and well-qualified and experienced professionals to fill the following vacancies in the Corporate Services Division.
1.0 ESTATES/ PROPERTY OFFICER – GRADE ZRA06 (01)
PURPOSE OF THE ROLE
Reporting directly to the Administration Manager, you will be responsible for managing, maintaining and ensuring proper allocation of ZRA’s real estate and for timely collection and settlement of utility bills in order to facilitate efficient and effective functioning of all Divisions and Departments in the Authority.
You will also be responsible for providing valuation information, updating occupancy lists for institutional houses as well as determining rental prices for ZRA rented properties.
MAIN DUTIES/ACCOUNTABILITIES OF THE ROLE
• Plans, designs and implements the housing and properties
service provision policies
• Maintains database of all ZRA properties: commercial and
residential
• Drafts budgets for the properties under Management
• Conducts periodic inspection on the state of all ZRA properties to
ensure proper maintenance of the same
• Ensure that the premises are clean and well maintained
• Determines rental values for ZRA property/ space identified for
lease
• Prepares individual statements and rental demand notices for
properties under lease
• Prepares, negotiates and enforces all lease agreements
• Manages service providers’ contracts and negotiates terms of
their contracts
• Ensures all statutory fees pertaining to the property such as
rates, ground rent etc. are timely paid
• Attends to correspondence and day to day management of real
estate issues
• Prepares monthly, quarterly and annual property management
reports
MINIMUM QUALIFICATIONS & EXPERIENCE
• G12 ”O” Level Certificate, with a minimum of Credit in at least
five subjects (including English and Maths)
• First Degree in Real Estate Management and/ or Land Economics
• At least two (2) years post qualifying experience in real estate
and asset management in a big and busy organisation
• Must be a member of any of the following: the Surveyors
Institute of Zambia, Zambia Institute of Architects, Engineering
Institution of Zambia or Zambia Institute of Estate Agents
• Registration with the Valuation Board is an added advantage
OTHER REQUIREMENTS
• General knowledge of the property market in Zambia and
prevailing property trends by location and site as well as
valuation concepts, methods and techniques
• Detailed understanding and appreciation of the relevance of
Authority property and real estate
• General knowledge of estates administration systems and
building inspections as well as occupational health and safety
• Knowledge of basic computer operating systems

• Excellent written and oral communication skills
