Rwanda Emergency Site Planner Terms of Reference
Context On the 27th April 2012 – sporadic fighting between the DRC’s Government forces (FARDC) and troops loyal to General Bosco Ntaganda began in Masisi, North Kivu. Areas affected are Kitchanga, Ngungu, Bihambwe, Ruvunda, Kitchanga, Karuba. This situation has resulted in massive population movement. As of today, more than 14,000 DRC refugees have crossed to Rwanda through the Grand Barrier in Gisenyi, Rubavu District. The new arrivals are presently housed in a small and over congested Transit Center in Nkamira. Over 80% of the population are women and children. Many families are split, with some members remaining in DRC, primarily to look after family property such as cattle.
In an effort to de-congest the Transit Camp, but also for broader security consideration, the Government of Rwanda deemed it necessary to identify another location to move the newly arrivals. In this respect, a new and fourth camp has been identified in Kigeme in Nyamagabe District in the Southern Province. The relocation of the refugees to the new camp begun on Sunday 10th June 2012 and as of yesterday 19th June – 2,040 individuals were transferred to Kigeme
Main duties and responsibilities:
Under the overall supervision of the UNHCR Representative in Rwanda and under the direct supervision of the designated Officer, and in co-ordination with the other colleagues working in the Field, in particular on engineering, health and community services, the incumbent will carry out the following functions:
Site Planning Role Provide specialized site planning support to the Rwanda Operation and initiate the implementation and development of locally appropriate shelter solutions.
Specific Tasks • Work closely with the IP, Government entities, and other broader operational partners in the construction of family shelters, communal buildings and other infrastructure, bearing in mind the short and longer-term needs of refugees. • Prepare technical work plan and implementation modalities of development of camps and their stabilization including construction of communal infrastructures, taking into account programme policies and priorities, relevant technical specifications and guidelines and overall needs of target groups; • Ensure that camp design takes into account protection concerns including those related to gender based violence, the potential discrimination of persons with specific needs and security concerns for women and children. • Develop site plans, including budgetary components, keeping in mind the environmental and cultural aspects of the refugee and local communities and their specific needs taking into consideration the policy priorities of UNHCR; • Support supply in the market analysis of locally available construction materials and skills, promoting the use of local capacity as appropriate. • Work with other agencies in the planning of appropriate locations for health, food and non food distribution, and other camp services; • Based on the needs and resource assessment, assist the office in the elaboration of plan of action including budgets for the implementation of the proposed technical projects/activities; • Assist the UNHCR in negotiation with implementing agencies, where required, as well as in the elaboration of adequate Terms of Reference and technical specifications for their work for the development of the camps in order to ensure timely availability of cost effective services to the target communities; • Provide technical guidance in the planning of construction activities, including defining the scope of works, preparing the bills of quantities and technical drawings to be applied in tender processes. Work closely with implementing partners to ensure coordinated and timely implementation in line with plans. • Develop adequate systems for monitoring and evaluating site planning and shelter activities, providing inputs for situation reports and reporting back to the country office and headquarters on progress and standards.
Education • University degree in shelter-related sciences (e.g. civil engineering or architecture).
Experience • At least 5 years relevant experience in the related field, including collaboration with different international organizations (e.g. UN agencies, Red Cross Movement, INGOs, or Donors). • Field experience in responding to large scale emergencies working with relevant governmental technical departments and various organizations in identifying, designing, delimiting, clearing and developing land allocated to establish site camps. • Good knowledge of site surveying (including topography, hydrology, geology, land use physical planning, environment, engineering, etc.) and extensive experience in undertaking related topography assessments/ feasibility studies for site identification and environmental impact studies whilst using surveying tools (including GPS equipment, GIS software). • Prior experience in the design of camp master plans including layout of shelter plots, roads, communal infrastructures and basic services. • Prior experience in designing and implementing a longer term shelter strategy looking beyond the emergency phase, particularly within a camp context. • Previous experience in tender processes (including development of bill of quantities, analysis of local capacity and local markets, cost estimations etc.) to ensure adequate site clearing and development. • Experience of site construction management (including supervision, monitoring, quality control, evaluation etc.) • Technical understanding of the site construction processes, including knowledge of participatory approaches to facilitate active participation of communities into the project cycle and into the site development process. • Knowledge of UNHCR standards and criteria for site selection, as well as issues related to protection, WASH, environment, land property issues etc.
Other requirements • Capacity to work with multi sectorial planning teams to ensure that relevant issues related to the site/settlements planning are taken into consideration such as the development of various infrastructures required. • Cultural sensitivity to the specific needs of the persons of concern. • Willingness and ability to work in hardship environments. • Computer literacy in MS Office and other relevant software to produce digital maps, site plans, layout and technical drawings. • Excellent working knowledge of English (E) and French (D) would be an asset.
