1.0 Background
The UN-REDD programme for Zambia intends “to prepare Zambian institutions and stakeholders for effective nationwide implementation of the REDD+ mechanism” and was allocated a budget of US$ 4.5 million for a period of 3 years (likely to be 2011 - 2013). It will be implemented by the Government of Zambia, with support from the three U.N. agencies that are part of the partnership (FAO, UNDP and UNEP) and with intense stakeholder engagement.
In order to benefit from the REDD+ readiness process, Zambia will have to undertake the following actions:
• Develop a National Strategy or Action Plan to reduce deforestation;
• Develop a national forest reference emission level and/or forest reference level (interim measure at sub national)
• Develop a robust and transparent national forest monitoring system for the monitoring and reporting of the REDD + activities (interim measure, sub national)
• Establish a system for providing information on how the safeguards on local community and forest biodiversity are being addressed and respected throughout the implementation of the REDD+ activities while respecting sovereignty;
As a part of REDD+ preparedness in Zambia, it is necessary to understand the drivers of deforestation; to identify and map threatened forests and forest co-benefits. It is also
important to understand the economic context of REDD+. Specifically, the opportunity cost associated with REDD+ implementation in Zambia and evidence-based alternative livelihoods.
The role of international consultant will be to guide work to be undertaken by national consultants on drivers of deforestation and the economic context of REDD+, and capacity build the UN-REDD technical team in the approaches.
GENERAL DESCRIPTION OF TASKS AND OBJECTIVES TO BE ACHIEVED
The International Consultant will carry out the following tasks in 25 working days staggered between 13th August 2012 and 21th September 2012:
1. Provide a brief review of international approaches for analysis of drivers of deforestation and in collaboration with the UN-REDD PMU and the consultant make a methodological proposal for Zambia
2. Capacity build the consultant and the UN-REDD technical team in the selected approach to analyses of drivers of deforestation in Zambia
3. Provide a brief review of international approaches for estimating the opportunity cost associated with REDD+ interventions to reduce deforestation and forest degradation and in collaboration with the UN-REDD PMU and the consultant make a methodological proposal for Zambia
4. Capacity build the consultant and the UN-REDD technical team in the selected approach to estimating opportunity cost for REDD+ in Zambia
5. Provide a brief review of evidence based alternative livelihood options under REDD+ that are relevant to Zambia and capacity build the UN-REDD PMU and the consultant in the techniques
6. Provide a brief review of the multiple benefits (forest co-benefits) that may result from REDD+ implementation, and suggest those that are applicable to Zambia
7. Provide a brief review of possible development interventions that align with Zambia’s socio-economic condition and may help foster REDD+
SCHEDULE OF ACTIVITIES
1. Develop an Inception report and present it to the UN-REDD Project Management Unit

2. Capacity build the consultant and the UN-REDD technical team in the selected approach to analyses of drivers of deforestation in Zambia
3. Undertake a brief review of international approaches for estimating the opportunity cost (for both stakeholders and for land) associated with REDD+ interventions to reduce deforestation and forest degradation and in collaboration with the UN-REDD PMU and the consultant make a methodological proposal for Zambia
4. Capacity build the consultant and the UN-REDD technical team in the selected approaches to estimating opportunity cost for REDD+ in Zambia
5. Undertake a brief review of evidence based alternative livelihood options under REDD+ that are relevant to Zambia and capacity build the UN-REDD PMU and the consultant in the techniques
6. Undertake a brief review of the multiple benefits (forest co-benefits) that may result from REDD+ implementation, and suggest those that are applicable to Zambia
7. Undertake a brief review of possible development interventions that align with Zambia’s socio-economic condition and may help foster REDD+
8. Present findings to a stakeholders workshop to allow for validation
9. Based on the recommendations of the validation workshop, compile the final report.
REPORTING
The consultants will work under the overall guidance of the FAO Representative in Zambia, under the direct supervision of the UN-REDD National Project Coordinator (NPC) and the overall technical guidance of the UN-REDD MRV facilitator. The International Consultant will also work closely with National consultants and UN-REDD Project Officers.
REQUIRED EXPERTISE AND EXPERIENCE
• Candidates are required to hold an advanced degree in forestry, economics, land management, natural resources management or development-related subjects dependant on the technical requirements of the assignment
• At least 5 years of experience that aligns with the technical requirements of the assignment
• Traceable records of similar consultancies
• Experience, and knowledge of the REDD+ mechanism, and preferable evidence of similar work in other countries
• Experience with the United Nations system
