Department Context
The World Bank Treasury (“Treasury”, TRE) is the Vice Presidency performing treasury functions for the IBRD and for other members of the World Bank Group. Its activities are organized and grouped along three segments: asset management, banking and debt management, and capital markets services. Treasury has been a large and significant player in the international financial markets for more than fifty years and has achieved a global reputation as a prudent and innovative borrower, investor and risk manager. Treasury is responsible for: i) managing more than $130 billion in assets for the World Bank and other official-sector investors; ii) leading the World Bank’s financing program in international and domestic bond and derivatives markets; iii) conducting asset and liability management for the World Bank’s balance sheet; iv) overseeing the development and outreach related to the financing and hedging products the Bank provides for its developing-country clients; and v) collaborating with World Bank member countries to help build their capacity.
The Investment Management Department (IMD) manages more than US$100 billion of liquidity and fixed income portfolios for the IBRD, IDA, MIGA, Trust Funds, other international institutions and some central banks. IMD is also responsible for leading and participating in professional collaborations in reserves management with central banks and other official sector institutions.
The Senior Portfolio Manager will join the U.S. Treasury Portfolio Team. The team, consisting of four portfolio managers, manages USD Treasury portfolios against various Merrill Lynch benchmarks ranging from 0-1yr to 5yr -10yr. The Senior Portfolio Manager will be responsible for independently managing a set of segregated accounts within a given set of risk parameters, and the resulting investment performance. An integral part of the work program on the US Treasury team consists of knowledge transfer to our client institutions, including regular analytical reporting, on-site training, and participation in seminars organized by IMD.
This position is best suited for a quantitative and detail oriented fixed income Portfolio Manager who has affinity towards working for a development organization that combines strong individual responsibility with a collegial and team-based atmosphere.
The Senior Portfolio Manager will report to Wendy Mendes, Head of the U.S. Treasury Portfolio Team.
Responsibilities
The Senior Portfolio Manager's responsibilities will include, but are not limited to, the following:
• Independently managing USD Treasury portfolios against various Merrill Lynch benchmarks within a given set of risk parameters;
• Recommending and implementing new investment strategies that take advantage of market inefficiencies within the US treasury, TIPS and SSA universe, as well as between US treasury options, futures and callable structures;
• Building and using quantitative models and analytical tools to identify and monitor alpha-generating investment opportunities, and to provide rigorous and compelling support of strategy recommendations;
• Presenting market updates, portfolio strategy and performance in periodic reports and strategy meetings;
• Maintaining excellent relations with external counterparts, and promoting the reputation of the Bank in financial markets and among its clients;
• Handling client inquiries related to market developments and investment strategy;
• Leading professional collaboration with official sector reserves managers to member countries in the area of investment management; and
• Mentoring and providing guidance to more junior level team members.
