Solidarités International is a French humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 180 expatriates and 1500 local managerial staff and employees. Solidarités International is currently present in Africa (Central African Republic, South Sudan, Kenya, Somalia, Liberia, Mali, Mauritania, Chad, Democratic Republic of the Congo, Republic of Côte d’Ivoire), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar and Pakistan) and in Haiti.

CONTEXT OF INTERVENTION

The Republic of South Sudan became an independent nation on 9th July 2011, seeing the popular will of its citizens fulfilled as per the Referendum vote in January 2011 dictated by the Comprehensive Peace Agreement which ended over 20 years of civil war in 2005. With the government and citizens now looking forward to the development of the nation, South Sudan is still plagued by a number of conflict and natural disaster related emergencies creating significant humanitarian disasters in the severely underdeveloped rural areas.

The emergence of multiple rebel militia groups with South Sudan and the acute armed conflict in Southern Kordofan and Blue Nile (North Sudan) between Khartoum army and the northern branch of SPLA (rebel group that fought for and reached Independence for South Sudan) created widespread population displacements in the northern states of South Sudan. These emergencies have been compounded by massive influxes of returnees from North to South Sudan.

SOLIDARITES INTERNATIONAL implements rural and semi-urban water and sanitation activities in three states in the North East part of the country: Jonglei, Upper Nile and Unity. SI targets counties prone to receiving IDPs and/or returnees and are prone to natural disaster (namely flooding). Upper Nile and North Jonglei programmes are operated out of Malakal, the Upper Nile State capital. Intermittent emergency response programmes are also implemented in and around Malakal Town, on receiving influxes of returnees/IDPs. Unity State programmes are administrated from an office in Bentiu, the Unity State capital – with a base in Leer, southern Unity State.

The mission is composed of 14 expatriates and 56 national employees. The administrative department is composed of 1 Administrative Assistant and 1 Administrative Coordinator, both based in Juba, and 1 Administrator on each base, helped by their Assistant.

OUTLINE OF POSITION

SOLIDARITES INTERNATIONAL wishes to define a comprehensive HR pack for National Human Resources in South Sudan, comprising tools, procedures, methodologies and regulations that will improve the management of National Human Resources and ensure compliance with South Sudanese Labor Act.

SOLIDARITES INTERNATIONAL wishes also to revise its salary grid and compensation package in order to be in phase with the economic environment of South Sudan.

OBJECTIVES

  1. To define a comprehensive National Human Resources Management Kit in compliance with South Sudanese Law, SOLIDARITES INTERNATIONAL worldwide procedures and on-going projects.
  2. To revise the salary grid in order to be in phase with the local economic environment.

SCOPE AND FOCUS

i. Creation of standardized Human Resources Pack for South Sudanese Human Resources

The current staff regulations of SOLIDARITES INTERNATIONAL in South Sudan dated back to 2010. There are no clear and standard HR rules currently in place but they should be implemented in order to :

  1. Respect the Labor Act of South Sudan,
  2. Respect SOLIDARITES INTERNATIONAL policy,
  3. Ease the work of the administrative staff at coordination and base level.

 Review of the Labour Act in relation with the administrative coordinator, other NGOs implemented in South Sudan, the Labor office and the lead of the HR working group from the NGO Forum,  Do an overview of the missing procedures and problems faced by administrative staffs regarding HR  Revision of Staff Regulations defining general working conditions, working rules, obligations of employers and employees,  Implementation of Staff Management Manual defining all Human Resources process of the mission,  Implementation of standardized HR template in compliance with the South Sudanese Labor Act and Solidarités International procedures,  Implementation of HR trainings for Administrators, Coordinators, Program Managers and Logisticians in direct link with the Administrative Coordination.

ii. Collection and analysis of information regarding compensation policies

 Collect information regarding compensation policies (NGOs, private and public sector, UN agencies),  Analyse collected information

The consultant will work under the direct responsibility of the Administrative Coordinator and in close collaboration with the HQ Human Resources Desk Manager.

DELIVERABLES

The consultant is expected to deliver:

 Revised Staff regulations,  HR Manual including SI processes and templates,  A comparative table between before and after the consultancy in order to identify the major changes,  A summary table with the main recommendations.  Package of collected information from of NGO’s implemented in south Sudan regarding compensation policy  A comparative table of collected information regarding compensation policy

STATUS

Consultancy ; salary will vary with experience.

DURATION

2 months, beginning as soon as possible.
