Reporting to: Finance Coordinator - Dadaab
Duty Station: Dadaab
Duration of Contract: ASAP to 31st December 2012 (with possibility of extension subject to performance & funding)
Main Responsibilities include:
- Ensure, in coordination with the relevant project staff, that project expenses are incurred consistent with grant agreements and budgets
- Support Project Managers in proposal writing, and budget preparation and monitoring
- Analyze and recommend on the status and feasibility of future spending based on the budget monitoring indicators and procurement plans
- Track all purchase requests from source to payment
- Monitor expenditures, planned costs, committed costs and identify cases of budget over-spent and under-spent to provide relevant information and advice to the budget holders for informed management decisions
- Review coding of transactions and supporting documents to ensure their correctness as per the approved budget codes
- Ensure accurate maintenance of all files and transactions for grant requests, incomes, expenditures, accounting and closure at NRC Dadaab
- Ensure accurate and timely financial reporting to donors as per required regulations
- Ensure that the Dadaab office consistently meets all donor and NRC rules and regulations pertaining to finance and procurement
- Prepare periodic budget monitoring reports.
- Prepares work schedules and assign duties to the Finance assistant – Quality control to ensure efficient operation of finance in Dadaab.
- The Finance officer will take initiative to identify problems while offering practical solutions and identify, implement operations innovations to support and streamline the effectiveness and service delivery for NRC Dadaab programmatic work
Required skills and qualifications:
- Bachelors Degree in Business Administration, Commerce, Finance or Accounting
- Certified Public Accountant (CPA), level 2
- Minimum of 3 years’ relevant experience in a donor grants management role
- Specific familiarity with reporting to UNHCR, ECHO, BPRM, EC, SIDA, CIDA and DFID.
- Excellent interpersonal, written and verbal communication skills
- Good financial analysis skills
- Understanding of the Kenya and Somalia environments
- Good knowledge of financial reporting systems
- Ability to work under pressure and meet deadlines
- Ability to work independently and as part of a team
- Excellent computer skills with hands on experience on computerized accounting systems; and Microsoft Excel, Word and PowerPoint.
- High level of professional support to colleagues providing them with timely advice on NRC’s policies and procedures.
- Good judgment, discretion and the ability to maintain confidentiality are essential.
