The International Development Law Organization (IDLO) seeks an Evaluation Team Leader to conduct the final evaluation of the Program titled ’’Capacity Buidling for the Judiciary of Southern Sudan” funded by the EC/Dutch Leverage Fund and US State Department. The Consultant will lead a two-member evaluation team comprising: an Associate evaluator and a South Sudanese legal professional.
The assignment, including preparation and report-writing, is expected to last 7 weeks, starting immediately until mid-August 2012, including a 10/14 day mission in country.
The Draft Terms of Reference for the evaluation are attached.
Qualifications & Experience
The ideal Evaluation Team Leader should have the following qualifications and experience.
7-10 years experience managing evaluations is required. Experience of evaluations in justice sector reform/rule of law is a significant advantage. Experience of working in post-conflict, least-developing country situations is strongly desired. Fluent written English is essential.
An advanced university degree is required, preferably but not necessarily in law or any development-related studies. Specific experience evaluating capacity building programs is an asset.
