IRC is seeking an experienced Research and Evaluation Coordinator to lead the research, evaluation and monitoring component of a large Community-Driven Reconstruction (CDR) program in DRC. The CDR program called “Tuungane”, meaning “let’s unite” in Swahili, aims to improve local governance and the lives of community members. It is the largest program of its kind within the IRC network globally and will support approximately 1800 villages in the east of the country. It seeks to empower communities to have a greater voice and control over their own development. With a budget of 140 million USD, this seven-year program aims to support 2.6 million beneficiaries to improve socio-economic conditions and increase understanding of and demand for good governance. The current program will continue through 2014.
SCOPE OF WORK: The Research and Evaluation Coordinator will be responsible for the Tuungane program’s vast research, monitoring and evaluation component providing strategic, technical leadership and practical management of all RME-related implementation activities. He/she will coordinate and manage the Tuungane program’s partnership with the research team leading the impact evaluation, Columbia University. This includes technical leadership, plus coordination of all programmatic and financial aspects related to implementation of RME activities, with management of a budget of approx. USD 1.5 million. The Research and Evaluation Coordinator is also responsible for ensuring comprehensive and timely delivery of monitoring data to feed into quantitative and qualitative indicators that report on expected program results to senior management and to donor partners.
RESPONSIBILITIES: Research and evaluation Component : Tuungane I - Coordinate the Tuungane program’s liaison with the research team leading the design of the impact evaluation, Columbia University, including coordinating and advising on implementation of evaluation activities in–country, organizing substantive and logistic support to university partner’s for their in-country work periods, ensuring integration of research and evaluation elements into the broad complement of Tuungane program activities etc. - Directly manage administrative and financial resources in the Research and Evaluation section of the program budget including managing contracts and relationships with local universities, overseeing their implementation of evaluation activities, ensuring timely financial transfers, expenditures and reporting, and ensuring activity outputs meet with performance expectations - Managing of staff and consultants, including two national consultants assigned to each university partner, plus the work of a Senior Evaluation Administrator liaising directly with the local universities for their financial management and progress reporting Research and evaluation for Tuungane II - Ensure integration and implementation of research variations in the context of Tuungane Phase II programming activities and protocols, in a way that both meets research technical requirements while upholding overall program needs and quality - Through effective supervision of the Tuungane II Evaluation Associate, support Tuungane field staff across five programming sites to understand research variations and ensure their capacity to integrate research variations into program implementation, including organizing and leading trainings, workshops, coaching and in-field oversight Monitoring data collection, analysis and reporting - Through supervision of the CDR Monitoring Information Manager, ensure the appropriate design of monitoring data collection and reporting tools that integrate effectively with program implementation including its logistical, technical, human resource and administrative needs - Pilot tools and evaluation measures, supervise and monitor the quality of data collected by field teams, recommend and ensure implementation of adjustments to tools to ensure both data quality and effective program implementation - Oversee data collection, database management and ensure necessary data analysis to feed into donor reports - Produce monitoring and evaluation progress reports, and present directly to the donor DFID as deemed appropriate by the Director of Governance Programs to give updates on program monitoring & evaluation; - Ensure partner agencies involved in the implementation of the programme (CARE SFCG) contribute adequate documentation of all activities and quality data for donor and internal reports.
REQUIREMENTS: • Minimum Master’s degree (or equivalent) in research methods, preferably both qualitative and quantitative research methods • Minimum 5 years international development program-related experience, including demonstrated experience in research methods and data management, database organization and maintenance, data collection and analysis • Demonstrated program management skills, including strong understanding of logical frameworks and performance measurement • Experience with budget management, navigating financial systems and payments, human resource management skills, and contracts management; • Previous experience with Community-Driven approaches CDD or CDR) or local governance programming is a great advantage • Very strong computer skills (Excel, Word, PowerPoint, and Outlook); experience with computer-based data analysis including knowledge of quantitative analysis softwares (e.g. SPSS, SAS or STATA); knowledge of GPS mapping and GIS strongly preferred; • Proven ability to write clear and concise reports and project proposals; excellent analytical, presentation, communication and reporting skills; • Ability to manage well under intense administrative and programmatic pressures; must demonstrate flexibility to adapt to changing requirements; • Excellent interpersonal skills, cross-cultural communication and ease in managing a multi -ethnic team; • Experience in developing countries a must; Experience in Africa highly preferred, with knowledge and experience of the DR Congo an advantage; • Full fluency in both written and spoken French and English; • Willingness to travel frequently to remote areas of DRC
WORK ENVIRNOMENT: This is an unaccompanied post based in Bukavu, South Kivu, with frequent travel to other program sites (up to 50% between the four program sites). Comfortable and secure shared housing, workspace and internet connectvity is provided by IRC. The current security situation in Eastern DR Congo is unpredictable and complex, but all possible measures are taken by IRC to ensure staff safety and security.
