DIRECTOR, PROGRAMME SUPPORT DIVISION, D1,(NAIROBI)

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This post is located in the Office of Management, UN-Habitat and is tasked with leading the activities in support of UN-Habitat’s substantive programme.
Responsibilities
Under the guidance of the Executive Director, the incumbent will perform the following functions:

• Formulate and implement the substantive work programme of the Division.

• Co-ordinate and oversee the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs.

• Report to intergovernmental bodies (Governing Council, General Assembly) on budget/programme performance or on programmatic/substantive issues.

• Undertake or oversee the programmatic/administrative tasks necessary for the functioning of the
Division, including preparation of budgets, reporting on budget/programme performance, evaluation
of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.

• Manage, guide, develop and train staff under his/her supervision.

• Lead and supervise the organization of meetings, seminars, etc. on substantive-related issues.

• Represent the Division at international, regional or national meetings.

Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, social sciences or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. An internationally recognized accounting qualification will also be an advantage.
Work Experience
A minimum of fifteen years of progressively responsible experience in human resources management, administration, logistics, financial management, budget or related field. Knowledge of International Public Sector Accounting Standards (IPSAS), Enterprise Resource Planning (ERP) implementation, Human Resources, Information and Communication Technology, and Asset Management is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
Assessment Method
Evaluation of qualified candidates for this position will include a substantive assessment which will be followed by a competency-based interview.
