Budget and Pricing Specialist - Tanzania

Counterpart International is seeking experienced Budget and Pricing Specialist. The Budget and Pricing Specialist will be directly involved in development of proposal budgets, working with field teams and consultants as needed (and in the field as needed), and will work closely with the GCSS staff to ensure transfer of best practices in pricing to the entire practice area. He/she will engage directly in program development initiatives through review and input into Technical and Cost Applications (totaling more than $100 million annually) in response to donor solicitations; and will also work closely with Counterpart International’s institutional partners as required.

Responsibilities: • Prepare budgets and cost applications as needed for USAID and other donor solicitations, including budget narratives and related cost documents. • Prepare pricing tables and work with field offices or other sources to collect accurate data for program budgeting. • Ensure all contractual compliance requirements are met within each cost proposal and related cost documents. • Liaise with partners on proposal budgetary assistance, providing guidance and assistance as needed and reviewing their budget submissions for accuracy and completion.
• Review solicitations to identify cost proposal issues to be clarified and/or addresses.
• Work with GCSS implementation teams to review; revise; realign budgets and prepare requests for budget modifications. • Work closely with Counterpart’s Finance and Compliance teams to develop templates, conduct training for staff, and mentor GCSS team to entrench sophisticated budgeting and pricing skills within the team. • Work directly with senior program management to ensure monitoring of program expenditures, tracking of program financial performance, financial planning regarding obligations and cost share tracking, among others. • Ensure that GCSS team has the best tools and is implementing the best practices for budgeting and pricing. • Other duties as assigned

Qualifications: • 5 years’ previous experience working on cost proposals. • Demonstrated familiarity with USAID requirements, including the FAR, ADS (and particularly 22CFR226), and OMB Circular A122. • Demonstrated familiarity with pricing under both acquisition and assistance instruments. • Demonstrated familiarity with sophisticated budgeting tools, approaches, processes and procedures.
• Strong interpersonal and problem-solving skills • Ability to work as part of a team • Must work extremely well under pressure • Second language preferred (Arabic, Russian, French or Spanish) • Strong training skills and experience preferred
