Position Description:
The main pillar of the capacity building provided to Mozambican NGOs and networks is institutional strengthening, which is provided to all the program’s grantees, regardless of the organization’s technical focus. The Technical Manager - Organizational Development (OD) will oversee and manage the institutional strengthening technical assistance provided to the program’s grantees and other organizations, and is responsible for ensuring the integrity of this component. S/he will strengthen the capacity of CAP staff to provide effective organizational development support to Mozambican NGOs, and contribute toward enhancing the capacity development skills of other NGO staff through training-of-trainers sessions and other avenues. S/he will develop innovative materials and facilitate training and technical assistance for Mozambican organizations in the following potential areas: organizational assessments, financial management, program design, program management, organizational budgeting and management, stakeholder involvement in decision-making, data analysis and management for more informed decisions, strategic planning, and human resource management, among others. intensive institutional support for a focused number of sub-grantees and general trainings to reach a larger number of organizations. CAP Mozambique’s institutional strengthening support targets organizations that are well positioned to manage large and complex budgets, implement multiple projects, and plan strategically for long term organizational development, as well as smaller CBO’s in areas where more sophisticated organizations are rare.
- Provides technical and strategic leadership on OD as a member of the management team in overall project development, implementation and knowledge generation.
- Manages and monitors the OD component of the CAP Mozambique project, and adapts the design as necessary to respond to changing needs and higher efficiency.
- Provides technical leadership in the on-going development of CAP’s institutional development program, including the development and testing of training materials and new models.
- Manages and monitors the OD process for all partner organizations supported with grants by CAP, including the development, implementation and impact of the capacity building plans developed for each program grantees.
- Provides direct technical OD assistance to more advanced partner organizations
- Recruits and develops a team of capable, professional staff who will provide specialized OD support.
- Provides training and technical assistance to increase CAP staff capacity to provide meaningful OD assistance to partner organizations through trainings, training-of-trainers, and other avenues.
- Oversees and coordinates closely with technical (Prevention, OVC/Care and Treatment), admin/ finance, and grants management teams to ensure partner organizations are being served well and that the OD team’s actions are in accordance with FHI 360 and USAID policies and procedures
- Oversees and coordinates with M&E team to ensure adequate and timely information regarding the progress of grantees in OD is available when needed
- Designs, manages and monitors the program’s OD work with non-partner organizations (Quick Impact Program, Peace Corps, other organizations as directed by the client)
- Develops and manages a resource pool of organizations, consultants and companies that could provide additional OD support. Identifies resources, evaluates potential candidates, and matches these resources to organizations seeking assistance. Develops clear terms of reference for short-term assistance to participating organizations.
- Contributes to the development of CAP reports and other documents as necessary for clients, local government authorities and others.
- Supervises a team of 8-10 staff plus consultants.
Minimum Requirements:
Minimum 10 years of experience working in multiple civil society organizations, preferably of different sizes and capacities; Masters preferred or equivalent work experience required; Experience in multiple roles within these organizations (e.g. volunteer, board member, line staff, manager, director); Minimum 4 years experience effectively managing a team of professionals; Minimum 5 years experience providing capacity-building support through training, consultations and other mechanism to other organizations; Experience working with USAID funded programs preferable; Extensive experience as a Trainer/Facilitator using participatory approaches; Experience developing tools and training materials for a variety of contexts, learning levels, and needs; Some experience working in the HIV/AIDS field desirable; Experience working in Africa preferable, experience in Mozambique desirable.
