Position Description:

Based in Kampala, Uganda, the Technical Advisor I (Country Manager) will supervise FANTA’s technical assistance to USAID/Uganda and its national partners. FANTA’s TA will be provided in the areas of Maternal and Child Health and Nutrition (MCHN), Nutrition Assessment, Counseling and Support (NACS), prevention of mother to child transmission (PMTCT) in HIV/AIDS programs, prevention of malnutrition, treatment of acute malnutrition, food security, and nutrition and agriculture. The Technical Advisor I (Country Manager) will oversee the FANTA team that supports national-level coordination mechanisms, development of nutrition advocacy and policies, strategies, action plans and operational plans, training of service providers in nutritional care, establishment of M&E and quality improvement systems for facility-level health services and community level nutrition programs, and inputs to the design and implementation of USG-programs and the Uganda Ministry of Health services. S/he will report to FANTA in Washington, and work in close coordination with the FANTA Maternal and Child Health and Nutrition (MCHN) Nutrition/Infectious Diseases, Emergency Nutrition, and Nutrition and Agriculture clusters.

In close coordination with FHI360’s Office in Uganda, the Country Manager will manage all administrative and financial aspects of FANTA operations in Uganda and will identify and develop opportunities for FANTA further technical assistance in country. Supervise and provide technical guidance and mentorship to the FANTA-3 Uganda team providing technical assistance to USAID/Uganda, MOH and partners in the areas of nutrition assessment, counseling and support (NACS) in the context of infectious disease, infant and young child nutrition (IYCN), prevention of malnutrition, management of acute malnutrition, food security, and nutrition and agriculture. Technical assistance activities that the team will implement may include: Development of technical resource materials including guidelines, training manuals, curricula, job aids; Development of reports, concept notes, work plans and other materials to support to the design and implementation of nutrition programs; Planning, facilitation and supervision of trainings; Support for integration of nutrition indicators into monitoring and evaluation (M&E) systems; Establishment of quality improvement systems. Respond to requests from USAID/Uganda for technical input to strategies, programs and policies in nutrition and food security. Provide technical assistance to MOH in strategic planning, coordination and oversight of nutrition and food security activities in Uganda. Participate in and as necessary facilitate national-level technical working groups. Work with USAID/Uganda, MOH and other FANTA staff to identify and plan future nutrition and food security activities supported by USAID/Uganda, including activities requiring FANTA technical assistance, and draft concept notes and work plans as needed for these activities. Review and refine materials produced by consultants and other FANTA staff. Manage and coordinate FANTA’s global activities implemented in Uganda including the testing and documentation of the operational use of nutrition and HIV indicators in Uganda. Liaise with UN and other international and bilateral institutions in Uganda to ensure coordination of FANTA activities with related activities, and to establish collaborations where needed. Provide periodic updates to USAID/Uganda and complete USAID and PEPFAR reporting requirements for these activities. Share key developments and experiences with other FANTA regional and headquarters staff through periodic written and verbal updates and discussions. Contribute to FANTA project-wide work planning and reporting. Participate in regular FANTA activities such as staff meetings, retreats, and technical update sessions. Carry out other technical tasks as needed. Directly supervise 2-4 technical and administrative/logistics staff in Uganda. Work with FHI360 office to identify, hire, and manage consultants. Lead the development of Scopes of Work, memorandums of understanding (MOUs), technical management of activities for consultants and local institutions partnering with FANTA III to ensure that activity timeframes and budgets are met and products are reviewed and finalized. Coordinate with the FANTA headquarters financial and administrative teams for planning and management of FANTA technical assistance activities, including workshops, trainings, site visits, and other activities. Work with FHI360 Office to review all FANTA financial transactions in Uganda, including payments and procurements prepared by field staff. Serve as the FANTA point person for interactions with USAID/Uganda, implementing partners, and the Government of Uganda and MOH. Report regularly to FANTA/Washington and to USAID/Uganda on progress and status of FANTA activities in Uganda. Advise FANTA/Washington on future activities and provide input to work planning for all FANTA activities. Develop activity budgets and monitor spending against established budgets

Minimum Requirements:

Masters in one of the following or related fields: Nutrition, Public Health and Other Job-related Field required or equivalent combination of education and work experience. At least ten years work experience in MCHN, HIV/AIDS, or other health-related work required. Work experience in eastern Africa in nutrition, food security, HIV/AIDS, health or related field. Knowledge of food security issues and programs is preferred. Experience with USAID-funded activities is preferred. Excellent English written and oral communication skills and ability to write for a range of audiences and purposes. Superior presentation skills. Demonstrated ability to initiate and manage significant technical activities, including designing activities, mobilizing resources, identifying and managing partners, and reporting. Ability to undertake problem analyses and organize diverse information in a systematic way while thinking creatively to propose approaches to improve program design, implementation and results reporting. Self-initiating. Ability to effectively work independently and if needed outside of conventional office environments. Ability to work effectively in a team consisting of people with different technical backgrounds and with varying levels of technical training. Demonstrated managerial, supervisory and interpersonal skills, including the ability to facilitate relationships, interact smoothly and effectively with clients and colleagues, and mentor junior technical staff. Ability to translate technical information into practical guidance and tools and effectively communicate these using print, electronic, and presentation media.
