We seek qualified candidates for the position of Technical Advisor for Monitoring and Evaluation for an education project in the Middle East.
Position Description:
Reporting directly to the Senior Technical Advisor, the Technical Advisor for Monitoring and Evaluation will be responsible for the design and development of an effective and meaningful monitoring and evaluation system that will inform progress in program implementation, provide reliable evidence regarding the impact of different strategies, and enable the project to aggregate the impact attributable to the project interventions. The Technical Advisor for M&E will establish systems and procedures for ongoing M&E throughout the grants undertaken by the project. In addition to performance tracking and impact evaluation, the M&E system will also provide a basis for formative feedback that will enable the initiative and its grantees to identify strengths and weaknesses in the system and to continuously improve both the initiative and the grant strategies.
Minimum Requirements:
- Master’s degree or international equivalent in Education or related field; PhD preferred.
- Expert in qualitative and quantitative research methods, statistical design and analysis, and sampling strategies particularly as applied to program evaluation.
- Experienced in the design and development of monitoring and evaluation systems, educational research programs and survey design in the context of large multinational education programs.
- At least 15 years’ professional experience working with international donors, government ministries, civil society organizations, and education policy makers in the field of education.
- Excellent written and verbal communication skills in English.
