Position:Senior Internal Auditor
Location:Dar es Salaam Tanzania Country Office
Reporting to:Senior Country Director
Overall Purpose of the Position
Essential facets of the position include reporting to the management on findings of reviews, make recommendations in order to remedy weaknesses in the systems and procedures being reviewed, and monitor management’s response and implementation. It also includes preparation of audit plans programs based on the analysis of risks and operational priorities. She/he will also assess and timely report on legal/compliance/ organizational and operational issues.
Main Responsibilities
Develop annual audit plan using appropriate risk based methodology, including any risks or concerns identified by management.
Perform test work to determine that appropriate measures for the prevention of frauds and elimination of conditions inducing fraudulent actions are being taken
Perform test work on effective management of the financial resources of Africare and that all its operations are within the policies and plans as laid down by Africare’s management in compliance with best accounting practices and donor guidelines.
Review and appraise the soundness, adequacy and application of accounting, financial and operational controls through conducting internal financial, internal control and/or compliance audits.
Undertake business travel as and when required to the field offices as well as sub grantees.
Perform test work on the extent to which Africare’s assets are accounted for and safeguarded from losses.
Adopt/localize corporate policies for Financial Audits, Compliance Audits, Information Systems Audits, Operational Audits and
Investigative Audits
Report regularly to Africare Management with regard to progress in achieving planned objectives.
Develop and pursue best practices for strategies regarding Risk
Management, and Asset Management.
Undertake special investigations at the directive of the Senior
Country Director/head quarters as appropriate.
Test compliance with Africare policies and procedures, so that appraisal and monitoring can be reliable and effective. Reporting to Africare HOts internal auditor on findings and recommendations based on carried out work.
Assist in knowledge management process by providing accurate, sound and timely professional advice to the management of Africare.
Contribute in all relevant meetings involving consideration of policy/procedures formulation issues relating to the• overall operations of the organization.
Perform review to test that the agreements executed with donor agencies are strictly implemented.
Ensure the confidentiality of financial and technical information including audit findings and observations from the irrelevant entities. .
Perform test work to determine that funds allocations for each project are appropriately utilized and any budget variations are communicated to the relevant authorities.
Undertake any other duties that contribute to the smooth running and development of Africare.
Review and follow-up on management responses to the independent auditors’ comment~ relating to A-133 compliance and management letter recommendations.
Qualifications:
Holder of Masters Degree in Business Administration, Finance or related field with full professional Accounting qualifications such as CPA (T)/ACCA
Must be registered by the Board of Accountants and Auditors as Authorized Accountant/Auditor
Experience Required
Not less than seven (7) years experience as an internal auditor, three years in a senior internal auditing position, and experience with an NGO is an added advantage.
High degree of integrity
Strong analytical, written/verbal communication, interpersonal, and relationship building skills
Ability to adapt to change quickly and multi-task
Computer literate with knowledge of Excel, word, power point Knowledge of OMB Circular A-110, A-122, and A-133 and other USG regulations required.
