THE PROJECT ACCOUNTANT
The Intergovernmental Authority on Development (IGAD) has received funds from the European Union (10th EDF) through the Regional Integration Support Programme (RISP II). The funding is to support IGADs integration agenda to be coherent and in line with other regional integration activities in the ESA-IO region.
The Secretariat intends to use part of the funds to recruit a Project Accountant for purpose of building capacity and re-enforcing management of the IGAD Secretariat.
Applications are invited from suitably qualified individuals from the IGAD region for the following position tenable at the IGAD Secretariat in Djibouti.

Job Title: Project Accountant
Grade: P2
Accountable to: Finance Officer
Duration: Initial one year renewable subject to performance appraisal and availability of funds.
1. Job Summary
Under the general guidance of the Finance officer the project accountant oversees the proper processing of program/Project related financial transactions; as well as maintenance of records. Ensure accurate recording and reporting of financial information. Produce financial statements, analyze financial information and provide advice on financial matters. Establish and maintain effective accounting control systems
Core Duties & Responsibilities:
1. Financial Transactions
i) Handle all financial functions related to program/project;
ii) Assist in the preparation and monitoring of program estimates/budget
iii) Verify the correct application of contract and grant award procedures;
iv) Verify the existence of adequate and reliable supporting documents for Commitments, payments and any recoveries;
v) Verify the contractual and financial details of each invoice, payment
vi) Request and interim or final itemized statement of account;
vii) Prepare payroll, update lists of staff and their pay,
viii) Take inventory of materials and equipment and, where appropriate, Inventories of stock financed by the project or program;
ix) Prepare and make requests for replenishment and for closure.
x) Prepare Payment Orders
xi) Liaise with partners and finance unit as and when necessary
2. Accounting
xii) Ensure the smooth and timely disbursement of funds.
xiii) Prepare documentation for audit purposes; produce audit working papers as required.
xiv) Research and document explanations of significant budget variances on a periodic basis
3. Reporting
xv) Prepare timely and accurate periodic financial reports
xvi) Participate in periodic financial reviews as appropriate.
xvii) Perform other related duties
4. Minimum Qualifications & Experience:
Bachelor’s Degree in accounting and an internationally recognised professional accountancy qualification such as ACCA or CPA is required
Intermediate to advanced computer literacy, including experience in word processing, spreadsheets and accounting software.
Experience with or knowledge of EDF procedures is a must.
More than 5 years of experience in Accounting and Finance.
5. Key Skills & Competencies:
• Knowledge of sun systems accounting software or other accounting platform
• Ability to work well with others under deadline situations and respond to changes in priorities.
• Good written and verbal communication skills and strong organizational skills.
• Ability to work independently, take initiative, set priorities. Strong service orientation.
6. Duty Station
The position will be based at the IGAD Secretariat in Djibouti with occasional visits to within the region.
7. Terms and conditions of Service
This position is EU funded and is a non established position whose contract terms are limited to the period of support; it may be renewed subject to performance and extension of the funding. The post offers attractive consolidated remuneration package.
