CONSULTANCY: Legal Research on Counter-terrorism Legislation of Donor & Host States
ORGANIZATION: UN Office for the Coordination of Humanitarian Affairs (New York)
LOCATION: The consultancy is largely home-based with some potential travel to New York.
PERIOD : 30 days from June through August 2012
OBJECTIVE: Pursuant to a request by the Inter-Agency Standing Committee (IASC), the Office for the Coordination of Humanitarian Affairs (OCHA) and the Norwegian Refugee Council (NRC) have jointly commissioned an independent study on the ‘Impact of National Counter-terrorism Measures on Principled Humanitarian Action.’ The Study is guided by an Advisory Group composed of prominent experts. As a part of this overall Study, the aim of this consultancy is to conduct research on relevant legislation/measures adopted by donor and/or host States.
RESPONSIBILITIES: The Consultant will work under the overall substantive guidance of the Lead Project Researcher, in cooperation and consultation with the other members of the Project Research Team, and with the support of the OCHA/NRC Project Management Team.
S/he will undertake the following tasks:
Develop the overall framework, methodology and approach of this component of the Study in consultation with the Lead Project Researcher and the Project Management Team.
Using existing material officially submitted by Member States to the United Nations, review relevant legislation/measures adopted or being considered between 2001 and 2011 by a selected number of donor and/or host States (to be determined) that may criminalize support or engagement with entities proscribed as ‘terrorists’.
Assist with any other research needs that may arise out of the findings of this desk review, if/as necessary.
Participate, as appropriate and in consultation with the Lead Researcher and the Project Management Team, in meetings related to the Study and prepare relevant presentations in a timely manner.
Under the guidance of the Lead Project Researcher, consolidate and analyze findings and prepare a draft of this component of the overall Study.
Assist in the review and editing of the final draft of the Study to be made ready for printing.
Perform any other tasks as required by the Lead Project Researcher and/or the Project Management Team.

This consultancy is largely home-based, with some potential travel to New York which will be determined in consultation with the OCHA/NRC Project Management Team.
The final product for this Consultancy shall be submitted by mid-August 2012.
COMPETENCIES:
Professionalism: Strong background, knowledge and understanding of the concepts, principles and approaches to national and international criminal law; good understanding of international humanitarian operations; sound knowledge of international humanitarian principles and practice; proven skills for conceptualising and carrying-out in-depth, quality research under time pressure; professional knowledge of the work of the United Nations.
Client orientation: Ability to identify, understand and analyze the needs of the Project Team and develop and carry-out appropriate services to meet the research requirements; ability to understand sensitivities; ability to respect and maintain confidentiality where required.
Communications: Excellent research and writing skills; ability to listen to others, correctly interpret messages and respond appropriately; ability to speak, write and present clearly and effectively.
Planning and organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required, in order to accomplish quality work within strict deadlines.
Teamwork: Strong interpersonal skills and ability to establish and maintain effective dialogue and working relations with a variety of stakeholders and interview subjects; and strong ability to work as a member of a team to accomplish a common task in a multi-cultural and multi-ethnic environment.
EDUCATION: Advanced university degree (Master’s degree or equivalent) in law, preferably with a focus on national and/or international criminal law or related fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
WORK EXPERIENCE: A minimum of five years of progressively responsible experience in the combined areas of research and analysis, criminal law review, counter-terrorism issues, and humanitarian affairs. Previous research experience with Government(s) and/or the United Nations will be a distinct advantage.
LANGUAGES: Fluency in written and spoken English is required for this assignment. Proficiency in additional languages will be an advantage.
CONTRACT TYPE: Consultancy contract will be for a total of 30 days (from June to August 2012), with the potential of extension upon agreement between the Consultant, OCHA and NRC.
ASSESSMENT METHOD: Evaluation of qualified applicants may include a substantive assessment which may be followed by an interview.
