Position Summary
Responsible for performing a variety of human resource support duties. Assists in maintaining the human resource database and all employee records and files. Handles payroll processing and tracks and reports payroll information. Completes assigned reporting functions involving attendance statistics, termination, hire and transfer data, and other information assigned. Provides recommendations regarding the development and administration of human resource policies and programs. Assists in informing new employees of human resource policies and programs as needed.
Position purpose
Performs general office support functions and assists area personnel as necessary.
SPECIFIC ROLES AND RESPONSIBILITIES
Administration • Maintain effective filing system of project correspondences, reports and all other documents • Organize staff meetings, takes minutes and circulate them for information sharing with all relevant parties • Rendering (administrative) services and support to the programs and other departments • Train and clarify to staff office rules and regulations • Communicate with other offices to provide updates on office , Human Resources and management issues • Update and maintain office and organizational policies
Human Resources • Application and interpretation of Human Resource policies and practices and implementation of it in the North program. • To continuously review and advise areas improvement on the HR function and systems in the fields • To be responsible for taking up references and obtaining results of pre-employment medicals where needed in the field • To be responsible for issuing field contracts, renewing contracts and keeping management informed of dates of contracts. • To monitor dates relating to Probationary Periods, Performance Review, and End of Contracts; and balances of Annual leave and sickness absence and send such data to the Human Resource Officer. • Advice Project Managers and Head of Departments on issues relating to human resources, including alerting them in advance when staff contracts should be renewed or terminated • Responsible for keeping accurate, updated and well-organized personal files in a safe place • Listening grievances and applying disciplinary measures when and where necessary • To maintain field staff database and the personal files for all staff in the north program; • Management of employee medical scheme, reimbursements etc. • To ensure that when a member of staff leaves an exit interviews are conducted, equipment or documents are retrieved, final payments have been arranged with Nairobi office and that the personal file is closed. • To assist in the field gathering of information for the annual salary review, that will include information from other NGOs and Cost of Living/shopping basket surveys. • To co-ordinate and advice where possible on Health and Safety issues, security and provide support to program team in the north program. • To arrange and monitor induction for all staff and ensure that meetings are arranged, objectives met and that feedback is obtained. To ensure that the induction pack is maintained and kept up to date. • To ensure that all vacancy bulletins are circulated to field offices
SKILLS AND QUALIFICATIONS
• Degree in Social Sciences or equivalent • Substantial knowledge of Human Resource administrative procedures and systems either through experience gained from human resources working experiences or from a similar NGO Post graduate qualification in Human Resource Management or working towards the qualification. • Substantial knowledge of Kenyan employment law; and immigration procedures in relation to obtaining work permits • Substantial experience in an administrative Human Resources role
