Position Summary
Futures Group is seeking a full-time HIV Efficiency and Effectiveness Advisor who will act as principal liaison between specific Government of Kenya ministries and departments of ministries in order to further the HIV efficiency and effectiveness agenda, as well as act as a key link between the Health Policy Project technical staff and stakeholders in the National AIDS and STD Control Programme (NASCOP). Efficiency and effectiveness in this context mean all actions taken to improve the allocative efficiency of HIV response in Kenya, as well as the increased technical efficiency and programmatic effectiveness of prevention, treatment, and care interventions. The incumbent of this position will report to the Program Director of the Health Policy Project’s (HPP) Kenya field program but will be housed at NASCOP, working in close coordination with the Head, NASCOP. Location for this position is Nairobi, Kenya.
Key Responsibilities
• Participates in all key internal and external meetings related to HIV Efficiency and Effectiveness (E2) and HIV Intervention Impact/Outcome Evaluation held at the Ministries of Health (especially NASCOP) as well as at the National AIDS Control Council (NACC) as directed by the Head, NASCOP. • Acts as key liaison in issues related to HIV E2 between NASCOP and NACC, and between other departments of the Ministries of Health in order to achieve better coordination and consensus on policy and programmatic decisions as directed by the Head, NASCOP. • Acts as key liaison in issues related to HIV E2 between NASCOP and multilateral or technical partners in order to achieve better coordination and consensus on policy and programmatic decisions as directed by the Head, NASCOP. • Interacts regularly with key NASCOP program managers to capture their requirements for E2 analysis, frames and communicates the requirements to the HPP technical team in Nairobi or Washington DC, assists in collection of data and other inputs for the technical team, and communicates analysis results to the NASCOP program managers. • Summarizes results of analysis related to efficiency and effectiveness from HPP and other technical partners for the benefit of NASCOP and NACC managers as requested. • Stays abreast of key developments in the improvement of efficiency and effectiveness of HIV treatment, care, and prevention interventions in Kenya and more broadly in East Africa, in order to inform technical support activities under the HPP Kenya Field Program. This includes frequent interaction with the Government of Kenya stakeholders relevant to this area as well as with technical partners. • Interacts with internal and external resources and other experts to bring new and “cutting edge” ideas into approaches • Provides assistance to NASCOP program managers on matters related to E2 and applies relevant methodologies to programmatic issues of importance • Supervises as required short-term local consultants hired by HPP in Kenya in support of the E2 program. • Conducts all work to accepted standards of research ethics • Performs other related duties and responsibilities as directed by the Head, NASCOP.
Qualifications
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
• Significant experience in HIV programmatic issues in the context of Kenya (preferred) and/or East Africa • Advanced degree in economics with academic specialization in health economics • Experience: With Masters-level qualification in health economics: 3-4 years of experience required, with at least 2 years in Kenya. With Doctoral-level qualification in health economics: 1-2 years of experience required, with at least 1 year in Kenya.
• Fluency in English required and one other language preferred • Sound knowledge of relevant methodologies such as health program evaluation, efficiency analyses, unit costing, and cost-effectiveness evaluation. • Knowledge of relevant literature related to topic area • Appropriate computer skills necessary to conduct research, and to conduct analysis of study data • Strong written and oral communication skills for high-level policy audiences • Ability and willingness to travel and implement analyses within Kenya
