Reporting Relationship: Chief of Party
JOB SUMMARY:
The Director, Operations and Finance (DOF) provides project leadership and senior management supervision to the USAID funded Community Health project (PSSC II) in the areas of budget, expenditure monitoring, financial reporting, contract matters and project administration to ensure the timely and effective implementation of the project’s activities. The Director will serve as a financial management resource to programmatic and operational staff. The DOF will manage the Project’s Finance and Administration Manager (RAF), Administrative Officer, Sub-Grant Officer and Human Resources Assistant.
The DOF reports to the project’s COP and is a member of the project's National Coordination Unit. The DOF will serve as a role model for all staff by exemplifying ChildFund’s values and providing leadership. He/She will provide coaching, mentoring, and training to senior staff in the areas of finance, budget, administration and human resources management.
The DOF is a strategic position within the project and will also sit on the National Office Senior Management Team. The individual will serve as the main point of contact with the International Office on financial and administrative issues.
DUTIES/RESPONSIBILITIES
The Director’s main responsibilities include:
- Managing financial systems including field accounting and cash management which includes preparing and tracking annual budget in relation to expenditures, tracking cost share requirements, and modifying budgets.
- Monitoring transactions and sub-grantees through the review and approval process which includes monitoring progress against plan, tracking expenses, and cost share.
- Overseeing human resource management and personnel administration to ensure that ChildFund is complying with local laws and donor policies and that the project is appropriately staffed.
- Managing information and communication technology systems and needs.
- Supervising asset and inventory management including procurement of project materials and equipment, fleet management, and office logistics.
- Ensures timely submission of required administrative and financial reports to the COP and International Headquarters for review.
- Coordinates execution of internal/external financial, operations, and program reviews or audits, and follow up to reviews or audits conclusions and recommendations
- Ensuring compliance with all internal and donor requirements in relation to administrative and financial management.
Required Skills
- Minimum 5 years of relevant experience in the areas of financial and project management expertise. Education or experience in financial management, accounting, auditing, and management for international public health is preferable.
- Extensive experience with USG grants and contracting including experience managing grants to local organizations/agencies
- Experience dealing with complex budgets.
- Experience working with organisations in Senegal and/or West Africa
- Prior staff capacity strengthening/training design and facilitation experience
- Fluency in French and English required.
- Stong interpersonal and relationship-building skills
- High level of analytical and interpretative problem solving.
- Computer literacy, including facility with Word, Excel, and other Microsoft Office applications
- Ability to develop and implement solutions independently
- Excellent understanding of systems and procedures for sub-grant management
EDUCATION/TRAINING
Undergraduate degree, or equivalent experience, in finance, accounting, business administration or related field is required. An advanced degree is desirable.
