The United Nations Children's Fund (UNICEF), South Sudan Country Office, is seeking to hire a qualified consultant to provide technical assistance to strengthen the mentoring and supervisory services/systems on Maternal, Neonatal and Child Health and Nutrition in four targeted counties in the states of CES, WES, Lakes and Warrap of South Sudan. The results of this focused support on mentorship in four counties will provide lessons learned that will help in localizing mentorship tools, processes and guide within county health system, thereby strengthening oversight function of CHD. Furthermore, result will be linked to mentorship consultancy report conducted last year in tertiary hospitals in two states, in support to the establishment of mentoring /supervisory services for maternal, neonatal and child health and nutrition programme within the context of health system’s continuum of care.

Main Duties and Responsibilities: 1. Review all existing documents: maternal, neonatal and child health Care guidelines including IYCF/MBFHI, policy and strategy, latest draft of the Basic Package of Health and Nutrition Services of ROSS; any available mentoring framework or services, field reports and local studies, if available. 2. Based on review results develop inception note/framework including checklist/tools and guide on mentoring at county level covering county hospital, PHCC, PHCUs and Village Health Committees and present to MoH-RSS and UNICEF-South Sudan Country Office for comment and approval 3. Work closely with MoH MNHC Officer, SMoH, UNICEF-Zone Office, CHD and implementing health facilities and partners in the actual implementation of the agreed task on mentoring services.
a. Conduct joint field visits to selected health facilities, work with the team to do actual assessment on implementation status of accelerated child survival initiatives in an a continuum of care, keeping in mind the roles and functions of health facilities, health committees, CHDs and SMoH, analyse data together to identify strengths and areas for improvement and come up with specific actions plans to address identified gaps (triple A approach).
b. Review and revise draft mentoring tools and guide attuned to local context and policies.
c. Provide on-the-job mentoring services to selected health facilities (see list above) in close coordination with CHD, UNICEF-Zone Office and head of health facilities geared on improving compliance to standards and norms in health service delivery of cost effective package of child survival interventions; building capacities of CHD and PHCC staff on mentorship; and strengthening integration of maternal, neonatal and child health and nutrition services at each level of health care.
d. Revisit two supported hospitals (Yei and Rumbek Hospital) to follow-up status of implementation of the 2011 recommendation as captured in the technical report, provide on-the-job mentoring services, jointly with RH/MNCH Officer of the State.
e. Prepare a simple training guide and tool on mentorship for CHDs and PHCCs and revisit/review/update the hospital tool guide.
Document processes and lessons learned and submit bi-weekly reports to MoH- RSS copy UNICEF-SS and relevant SmOH and health facilities.
Prepare and submit final technical report, including recommended tools/guide on mentoring, both e-copy and hard copy. Make presentation during the debriefing meeting with MoH-RSS and partners focus on key findings and recommendations to improve MNHC programme oversight mechanisms/systems.
Deliverables: 1. Concept note on Integrated Child Survival Initiative Mentoring services including final draft integrated mentoring checklist/tool and guide. 2. County Mentorship Report 3. Updated hospital mentorship report for the two hospital facilities. 4. Final technical report on Integrated Child Survival Initiatives Mentoring Services in 4 counties and 2 hospitals.
Minimum Qualifications and Experience: 1. University degree or equivalent in medicine, nursing and midwifery, social science, public health or other relevant discipline, preferably with master’s degree in public health 2. With at least 5 year work experience on maternal, neonatal and child health (including IYCF/MBFHI) care programme management with actual field exposure, possesses working knowledge on health system strengthening, monitoring and supervision
