OVERALL DESCRIPTION
General Description of the Programme:
GOAL has been working in South Sudan since 1998. GOAL South Sudan currently has four programme sites: Twic County, Warrap; Agok, Abyei Administrative Area (AAA); Sobat and Maban, Upper Nile State; The current GOAL programmes focuses on four main sectors: Primary health care, Nutrition, Water, sanitation and hygiene promotion (WASH), women’s Adult literacy Education Programme (REFLECT) and sustainable livelihoods. Community health and nutrition promotion would target all the three refugee camps of Jamam, Batil and Doro
General Description of the Role:
The Community Health Officer (CHO) will be based in Maban County, Upper Nile State
The CHO will manage activities aimed at raising awareness, increasing knowledge, promoting attitude and behaviour change, and mitigating their consequences. The CHO will directly be line managed by the medical officer and the area health manager. The CHO will line manage, coordinate and supervise the activities of locally recruited teams of 25 Assistant Community Health and Nutrition Officers (ACHNOs) and indirectly Community Health and Nutrition Promoters per refugee camp. The CHO will link the outreach programmes to GOAL’s curative operations and will provide guidance and support to the ACHNOs and CHNPs on community health and community preventative measures.
The CHO will be responsible for the management of the implementation of health promotion activities in Batil, Jamam and in Bunj including messaging on malaria prevention, expanded programme on immunisation, HIV, health and hygiene, Antenatal care, postnatal care, family planning and nutrition preventative and promotional services within the three refugee camps within Maban.
Key Duties:
• Support in the establishment of the community health and nutrition programme within the three refugee camps [Batil, Doro, Jamam]
• Work with the ACHNOs, CNHPs and Nutrition officer (NO) to ensure that health and nutrition promotion and prevention is implemented as per the UNHCR project proposal.
• Ensure de-worming and vitamin A supplementation is carried out every six months in collaboration with the Clinical officer incahrge of each camp.
• Train the CHNPs and ACHNOs in health promotion and prevention strategies, topics and the actual delivery within a refugee set up. The training will take on the job and refresher trainings.
• The CHO will participate in needs assessment in all the three camps
• CHO will support in supervision of health promotion in the three camps
• Supervise in defaulter tracing of beneficiaries starting ANC/Immunisation etc and then dropping off from the services before completing the service.
• CHO will be responsible to ensure that data collected from the refugees camp is collated, analysed and reported correctly and timely.
• CHO will ensure that community health supplies are ordered, and reported on their use on a timely fashion.
• CHO will mobilise and motivate the ACHNOs and CHNPs to ensure that they support any outbreak responses that is declared in any of the camps.
• CHO will ensure that ACHNOs and CHNPs are well managed to support the Oral Rehydartion points within the three camps.
• CHO will ensure that MUAC screening and in case needed weighing of the children <5years is ongoing in the camp and that the data is reported appropriately to the Medical officer and the Area health manager.

Requirements (Person Specification)
• Diploma or equivalent in Public Health
• Experience of community development in Sub Saharan Africa preferably in Southern Sudan
• Minimum of 2 years post-basic qualification experience
• Basic statistical and analytical skills
• Good computing skills
• Good interpersonal skills and staff management experience
• Ability to travel between the refugee camps
• Willingness to relocate and live in basic leaving conditions
