Desktop Feasibility Study to Guide CEWARN’s Work in the Republic of South Sudan
The Conflict Early Warning and Response Mechanism of IGAD requires an expertly produced desktop study to guide future CEWARN engagement with the national early warning system of Republic of South Sudan.
The study will focus on the national peace and security issues and assess the best way to expand CEWARN’s work in South Sudan, and in doing so will need to list and analyze linkages, causes, drivers and perpetrators of ongoing and emerging violent conflicts, while providing the structural context.
Overall Objective of the Study
The overall objective of the study is to provide CEWARN with analyses of the feasibility (practicality, need and chances of real success) of establishing the mechanism in South Sudan (in partnership with the existing national system). The feasibility of this effort will need to take into consideration the unique nature and capabilities of the CEWARN Mechanism.
Methodology and Structure
The study will:
•Be carried out in a single phase. •Be carried out through desktop analysis by a recognized expert on peace, conflict and development in South Sudan. •Will make use of qualitative and quantitative approaches. •Will employ and provide maps and appropriate visual representation of quantitative data. •Will be at least 7,500 words and will not exceed 9,000. •Will have a focused executive summary
Scope
The consultant will have working links with the government of South Sudan and other relevant stakeholders that he or she will use to:
•Assess how CEWARN can productively complement and strengthen the existing peacebuilding efforts in South Sudan through early warning and response. •Assess how CEWARN’s regional platform allows cross-border challenges facing South Sudan that cause violent conflict can be addressed successfully; focus specifically on the border between Sudan and South Sudan. •Assess the policy formulation and implementation opportunities CEWARN has in South Sudan as the country transitions to a more peaceful and stable state. •Map the human security dimensions of the ongoing and emerging violent conflicts with an eye to how engaging communities, NGOs and government can prevent or mitigate them. •Make recommendations that are guided by practicality in the sense of presenting opportunities to transform conflict to peace in a realistic time scale and in line with CEWARN’s mandate and capabilities.
Key Deliverables
•To provide CEWARN with a comprehensive overview of the linkages, causes, drivers and perpetrators of ongoing and emerging violent conflicts. •Make efforts to focus on the Sudan/South Sudan border conflicts on a communal/local level and those with national and regional dimensions. •Through analysis that considers CEWARN’s capabilities, point out specific expansion in terms of geography (areas of operating) and themes (conflict types and drivers) for partnering in early warning for conflict prevention and mitigation with national authorities and civil society. •Provide CEWARN with up-to-date and detailed information on conflict management processes and structures; how these dovetail with development efforts and actors; plus the major stakeholders and coordinating efforts of crisis management. •List (with reasons) the prospective the community and civil society networks involved in peace work that can work effectively with CEWARN in line with its mandate. •Identify ongoing efforts by donors and multilateral organizations working at the intersection of peacebuilding and development that present good partnering opportunities for CEWARN. •Review and list South Sudan’s peace- and conflict-relevant policies. •In an annex to the report provide maps: Current political and administrative maps, pastoral migratory routes and ethnic distribution, maps of hot spots and statistics/data on peace actors.
Expertise Required
•Proven experience in conducting world-class feasibility studies, analysis and risk assessments in relation to conflict prevention and management. •In-depth experience and knowledge of South Sudan and its political, social and economic history. •Demonstrated experience in the regional peace and conflict dynamics, migration, economics, trade and local peace practices. •Familiarity with the work of early warning and conflict prevention with knowledge of CEWARN being an added bonus.
Reporting Requirement
•The consultant will report directly to a CEWARN analyst appointed by the director. •The consultant shall deliver a draft report of 7,500-9,000 words within 4 weeks of signing the contract. •The final report (and and a copy in electronic form) should be submitted within 10 days of receiving CEWARN inputs on the draft.
Timeline
The duration of the assignment will be 6 weeks
