Introduction

Wages, working time, work organization and arrangements to reconcile work and family/private life are core aspects of decent work. The ILO's Social Protection Sector, through the ILO Conditions of Work and Employment Branch (TRAVAIL) of the Labour Protection Department (PROTRAV), has been active in conducting research and in providing policy advice and technical assistance to encourage ILO constituents to improve conditions at work in the formal and the informal economies.

TRAVAIL compiles and disseminates information on a range of conditions of work, maintains and regularly updates databases on national laws relating to maternity protection and work-family reconciliation measures, working time and wages policies, and develops and promotes tools to improve people's working life, including their income security. The position will carry on research, develop policies and provide technical assistance to constituents in the area of wages. The position will report to the Chief of the Branch.

Description of Duties

Specific duties

  • Develop policy-oriented analysis in the area of wages, including on minimum wages, wages and macroeconomics outcomes, wages and productivity, wages and poverty;
  • Design and implement research activities in the area of wages;
  • Prepare high level publications on wages policies and provide substantive inputs for the Global Wages Report;
  • Design and write guides, manuals and others didactical supports relating to wages policies and targeting policy makers, including those involved in collective bargaining;
  • Provide policy advice and guidance, in close consultation with ILO field offices, to ILO constituents on wages determination and policies; support high level policy dialogue in this domain;
  • Contribute to activities aiming to maintain up-to-date ILO knowledge on wages policies and help ensure that TRAVAIL remains relevant to evolving developments in this field worldwide;
  • Provide guidance on wages policies to TRAVAIL policy-oriented work in the field of working time, decent work for domestic workers, work and family reconciliation and equity in paid work;
  • Formulate projects proposals related to wages policies; participate to corresponding resource mobilisation;
  • Participate in high level international events notably to promoting ILO standards and policies in the area of wages.

These specific duties should be carried out in conjunction with the following generic duties adapted to the work programme in question.

Generic duties

  • Design and promote a wide range of special subject-matter-related programmes. This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognized technical specialization;
  • Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes;
  • Provide policy advice to ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities;
  • Formulate and submit project proposals and seek funding;
  • Evaluate the efficiency and effectiveness of the project activities;
  • Undertake technical advisory missions independently or in collaboration with other specialists;
  • Conduct seminars, workshops and technical meetings and training courses;
  • Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields;
  • Write manuals and/or training guides on related topics;
  • Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors' meetings, international, regional and national forums and advocacy campaigns;
  • Monitor and coordinate research carried out by junior technical officers and external collaborators;
  • Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports);
  • Participate in tripartite reviews on technical cooperation activities and international meetings and conferences.

Required Qualifications

Education

Advanced university degree or first level university degree with two years experience (in addition to the minimum experience required below) with demonstrated expertise in the relevant technical field.

Experience

Eight years experience at the national level or five years at the international level. Experience in data processing, knowledge and experience with wages policies; experience with providing technical assistance to countries.

Languages

Excellent command of one ILO official working language (English, French, Spanish). Proficiency in the other two languages will be an advantage.

Competencies

In addition to the ILO core competencies, this position requires:

Job specific competencies include:

  • Proven capacity to conduct quantitative macroeconomics and microeconomics modelling analysis, ability to synthesize research and reach empirically based conclusions on related subjects;
  • Provide seasoned advice on best practices, to address broader issues outside the field of specialization;
  • Formulate new concepts and methodologies; develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings;
  • Ability to translate research findings into sound and clear policies guidance. Design and synthesize strategies for programme development in member States;
  • Strong analytical and writing skills;
  • Ability to produce reports (e.g. reports for regional conferences and ILC, technical publications, training manuals and draft resolutions) and evaluate and monitor technical cooperation activities and projects. Strong diplomatic skills;
  • Ability to address and communicate with a variety of audiences (both specialized and non-specialized);
  • Good inter-personal skills and ability to liaise and cooperate with other members of a team. Good understanding of statistical methods, international labour standards and the importance of a gender-sensitive approach.
