Pact, Inc., a U.S.-based, non-profit international development organization is seeking a Capacity Development Program Officer for an anticipated multi-year program that will promote sustainable economic development in Eastern DRC and other mineral-rich provinces through strategic support to the Artisanal- and Small-scale Mining (ASM) sector. The PO and other staff will work closely with the DRC Ministry of Mine, related ministries and other entities to prioritize short-, medium-, and long-term actions that address the main challenges and opportunities for reforming the ASM. The program’s scope is part of a broader strategy to revitalize mining in DRC and will include the country’s main mined minerals. It is expected that the program will enable the government of DRC to carry out essential reforms in the ASM sector as well as broader changes to the overall mining sector which will contribute to: • Better governance and management of the ASM sector; • Improved operating environment for artisanal miners; • Livelihood diversification in ASM areas; • An improved revenue base for the government from the mining sector; and • Clear policies and measures to address the most important negative externalities of the ASM sector in DRC, in particular child labor, the precarious role of women, environmental degradation, and the spread of infectious diseases (esp. HIV/AIDS). Illustrative Duties and Responsibilities • Support the development, refinement, and delivery of Pact’s capacity development approaches and tools; • Facilitate organizational capacity assessments for local partners and monitor the implementation of organizational strengthening plans; • Provide directly and/or link partners to high quality capacity building support; • Work with technical team members within Pact to ensure that partners receive a coordinated package of capacity building inputs; • Research and disseminate capacity development tools and publications from varied sources; • Document and report on Pact DRC capacity development work to donors and other stakeholders and contribute to ongoing learning and improvement through documentation of activities and lessons-learned. Minimum Qualifications • Bachelor’s Degree (or relative equivalent), plus a minimum of six years related experience; • Experience working with organizations and ministries within DRC and/or within the overall mining sector; • Experience in and aptitude for multi-stakeholder training and facilitation; • Familiarity with principles of organizational learning and development; • Ability to work independently and as part of a team; well organized and able to prioritize multiple tasks while driving results; • Strong oral and written communication skills in English and French; • Ability to translate technical information into practical guidance and tools and effectively communicate these using print, electronic and presentation media. • Proficiency in English and French Skills and Abilities Leadership and Staff Management • Consistently works within internal process and procedures and ensures others do the same; • High proficiency in mentoring, team building and providing productive feedback.
Program/Project Management • Excellent planning and resource management skills; • Excellent written and oral communication skills including the ability to effectively present complex ideas to diverse audiences; • Ability to problem-solve complex issues and multi-task with ease and grace balancing and adapting to frequently changing priorities; • Expert knowledge and understanding of donor policies and regulations as well as experience with corporate clients.
Technical Skills • Expertise in artisanal and small-scale mining, extractive industries, corporate governance, natural resources management, livelihoods and/or corporate social responsibility; • Expertise building national partners’ capacity.
