Pact, Inc., a U.S.-based, non-profit international development organization is seeking a Senior Technical Advisor (STA) for Mining Sector Reform that will promote sustainable economic development in Eastern DRC and other mineral-rich provinces through strategic support to the Artisanal- and Small-scale Mining (ASM) sector. The PO and other staff will work closely with the DRC Ministry of Mine, related ministries and other entities to prioritize short-, medium-, and long-term actions that address the main challenges and opportunities for reforming the ASM. The program’s scope is part of a broader strategy to revitalize mining in DRC and will include the country’s main mined minerals. It is expected that the program will enable the government of DRC to carry out essential reforms in the ASM sector as well as broader changes to the overall mining sector which will contribute to: • Better governance and management of the ASM sector; • Improved operating environment for artisanal miners; • Livelihood diversification in ASM areas; • An improved revenue base for the government from the mining sector; and • Clear policies and measures to address the most important negative externalities of the ASM sector in DRC, in particular child labor, the precarious role of women, environmental degradation, and the spread of infectious diseases (esp. HIV/AIDS). The Senior Technical Advisor for Mining Sector Reform is responsible for working with key actors in the DRC’s mining sector governance structure including the Ministry of Mines and SAESSCAM to prioritize and implement essential reforms that help develop and manage the country’s mineral resources in a transparent and sustainable manner. This includes providing policy advice, technical assistance and capacity building support for the implementation of the Extractive Industries Transparency Initiative (EITI). The STA will also contribute to a policy and legislative framework for better mining sector governance that mitigates environmental and social risks, protects the rights of people affected by mining investments and ensures that mining benefits reach the poor. The STA reports to the Chief of Party. Specific Duties: • Serve as the lead technical advisor on mining sector reform and capacity building; • Manage, design, and implement technical plans and procedures to achieve program tasks and objectives; • Assist host country government agencies in implementing policy reforms related to the mining sector, targeting both Small- and Large-scale Mining (ASM); • Supervise teams of short- and long-term consultants; • Ensure high-quality technical programming through hands-on guidance and support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements; • Represent Pact in negotiations with donors and partners. Mininum Qualifications • Masters Degree (or equivalent) in economics, business administration, public administration or related field; • Minimum of 10 years of experience working on mining and/or mineral sector issues in DRC; • Willingness and ability to be posted in the Kinshasa with periodic travel to mining sites and remote areas elsewhere in the region. Preference for: • Experience managing large donor-funded programs with demonstrated capacity to create and/or maintain complex systems and procedures involving multiple implementation sites, multiple partners and diverse beneficiaries; • Excellent communication skills and a demonstrated experience in the use of training and information dissemination to transfer concepts and skills in the public and private sectors; • Diplomacy and negotiation skills that demonstrate ability to collaborate and coordinate with a range of stakeholders and complex priorities; • Fluency in French with proficiency in English.
