1. JOB TITLE: Livelihoods officer (1 Position)
UNIT: UMCOR - NGO in Sudan
LOCATION: Aweil- Northern Barh El Ghazal
REPORTS TO: Program Manager
PURPOSE: The Livelihoods officer plays an important role in the overall planning, implementation and supervision of Food Security and Livelihood Program activities within the United Methodist Committee on Relief (UMCOR) Aweil field office set-up. The position is based in Aweil, Northern Barh El Ghazal State. This position is open to Sudanese Nationals only.
Essential Functions/Responsibilities:
• Responsible for the start up, overall planning and implementation of UMCOR’s Innovative livelihoods Project in Northern Barh El Ghazal State
• Be responsible for the achievement of the project objectives in accordance with the grant document
• Ensure that activities are implemented in accordance with donor requirements, project objectives and UMCOR policies and procedures
• Development of all components of the Livelihoods Project including training, supervising, monitoring progress and suggesting improvements in consultation with the Program Manager
• Design the baseline survey forms/tools and conduct/supervise the survey.
Design, plan and conduct thorough project assessments and evaluations, report recommendations, develop and execute implementation plans
• Ensure overall quality assurance and control of all project activities.
Manage relevant program budgets and ensure cost-effective project expenditure
• Participate in project concept paper development, including budgets in coordination with the Program Manager and Grants Manager
• Supervise, build capacity and manage the performance of the Livelihoods Project team in Aweil
• Cultivate, monitor and build the capacity of local partners in project implementation
• Prepare and monitor the delivery of weekly, monthly and quarterly project work-plans
• Prepare and submit timely monthly and quarterly donor and thematic reports in accordance with internal and external requirements and deadlines
• Represent UMCOR externally in the livelihoods Sector meetings, contribute to improved coordination through the County-based cluster system and liaise with key stakeholders, especially local authorities
• Communicate, exchange information and cooperate with both internal and external actors to ensure an integrated approach and to mobilize appropriate interventions
• Contribute to the identification and development of advocacy and gender initiatives on key project deliverables
• Contribute to the development of the UMCOR Sudan country strategy, action plan, advocacy development and priorities for the Livelihoods Project
Qualifications:
• Bachelor’s Degree/Tertiary qualifications in agriculture, rural development, nutrition, social sciences or a related field
• A minimum of four years field work experience working in food security & livelihood projects, preferably in sub-Saharan rural Africa
• Advanced level of technical knowledge of food security and livelihoods programming
• Solid experience in establishing and managing Food Security/Livelihood operations, including the formulation of strategies, plans of action and reports
• Experience of project management, including assessments, design, planning, implementation, and M&E
• Experience in personnel management and developing teams
• Experience in advocacy and rights-based approaches
Essential Skills
• Proficiency in written and spoken English; proficiency in local dialect is considered an asset
• Excellent computer skills
• Proven communication, interpersonal, representation, negotiation and leadership skills
• Analytical skills, strong reporting and writing skills, and demonstrated capacity in numerical analysis

• Significant understanding of working in complex emergencies and stable environment, willingness to travel in areas with fluctuating security conditions

2. JOB TITLE: Health Supervisor (1 Position)
UNIT: UMCOR - NGO in Sudan
LOCATION: Aweil- Northern Barh El Ghazal
REPORTS TO: Program Manager
Purpose: : The Health Supervisor plays an important role in the overall planning, implementation and supervision of Health Program activities within the United Methodist Committee on Relief (UMCOR) Aweil field office set-up. The position is based in Aweil, Northern Barh El Ghazal State. This position is open to Sudanese Nationals only.
Essential Functions/Responsibilities:
The health supervisor shall be responsible for the following activities:
• Assist in monitoring of clinical, preventative and promotional activities in the UMCOR supported health care facilities.
• Carry out supervisory visits and on the job trainings for clinical staff at the health facilities
• Support and oversee quality referral system from community PHCU structures to referral centers and hospitals
• Organize and develop PHCU training modules, conduct and supervise training activities for capacity building of clinical staff at PHCU and at village level
• Ensure the use of established reporting frames for data collection, analysis and report to partners and other agencies as required
• Ensure the appropriate management of drugs, medical materials and equipment donated by UMCOR to the PHCUs
• Represent UMCOR at County and State Health cluster meetings
• Ensure that the medical practice is consistent with UMCOR’s health guideline policies.
• Ensure there is proper management of patients at the health centers and referral of cases requiring secondary health care, as well we implementing standard protocols and guidelines
• Establish networks of community health workers and traditional birth attendants, and facilitate the functioning of the community health committees, to help plan priorities and disseminate health information
• Participate in or lead community meetings for women’s groups, community leaders and village midwives to promote more better health seeking behaviors and better implication of the community in the management of health services
• Participate in the designing of public health awareness campaigns and institute their use to include disease outbreak response
• Engage in data collection and analysis, and report writing, on a weekly and monthly basis
• Work with the PHCU staff to ensure that all medical records and reports are accurate, and that epidemiology data and drug consumption data correspond
• Perform any other tasks as requested by the Program Manager.
Qualifications:
• Diploma in nursing from a reputable health training institution
• A minimum of three years field work experience working in health projects, preferably in sub-Saharan rural Africa

3. JOB TITLE: Community Mobiliser (1 Position)
UNIT: UMCOR - NGO in Sudan
LOCATION: Aweil- Northern Barh El Ghazal
REPORTS TO: Health Supervisor
Essential functions and Responsibilities:
• Represent UMCOR project with partners and community local authorities to ensure strong acceptance and implementation support for activities.
• Lead assessment missions to gather information and establish relationships with potential community for intervention.
• In collaboration with the communities and local authorities, identify gaps within the community and propose setting up of feasible projects to fill the identified gaps.
• Create and foster working relationships with indigenous authorities at all level and with different departments
• Identify other NGOs/CBOs working in the areas of intervention and collaborate with them to identify lessons learned and recommendations.
• Establish community level project committees to involve the communities in project implementation process.
• Facilitate training of project committees in communities on basic project management skills.
Qualifications/ Experience and other requirements
• Diploma in social Sciences from a reputable learning institute preferably with specialized certification in community development or related field, social work and social mobilization, ,
• At least 3 years experience in design and implementation of similar community involvement and mobilization programs.
• Ability to express clearly and concisely ideas and concepts in written and oral form to be understood and accepted easily by the community
• Good negotiation, liaison and coordination skills;
• Capacity to work in very remote and isolated locations.
