The Bank for International Settlements (BIS) is an international financial institution that promotes central bank cooperation and provides banking services exclusively to central banks. Based in Basel, Switzerland, with representative offices for Asia and the Pacific in Hong Kong SAR and for the Americas in Mexico City, the BIS has staff from some 50 countries.
The BIS seeks to fill the position of Senior Risk Analyst for the BIS Representative Office in Hong Kong.
Purpose of the job
To conduct credit analysis of a variety of institutions and make proposals regarding counterparty ratings and limit structures to the senior management of the Bank. To ensure the quality and integrity of the analytical work conducted within the Asian Office. To formulate, in conjunction with the Line Manager, credit strategy and policy.
Principal accountabilities
Senior analyst
Takes responsibility for credit analysis conducted by the Asian Office. Contributes specialist expertise and takes a lead role in the analysis of more complex credit issues. Assists the Head and Deputy Head of Credit Analysis to prioritise work of the Asian Office. Oversees analytical output of the Asian Office to ensure that overall standards of quality are maintained, sound principles of analysis are adhered to and proposals are in keeping with the Bank's general credit policy and strategy.
Credit analysis and internal rating system
Conducts detailed analysis of the credit quality of BIS counterparties. Formulates written proposals and recommendations for counterparty ratings and limit structures for approval by the senior management of the Bank. Maintains and adapts the Bank's internal rating methodology.
Credit risk management
Develops the general framework for credit analysis including infrastructure and credit processes, in conjunction with the Line Manager, to ensure effective and efficient credit risk management in the Bank.
Compliance and control
Monitors compliance with all credit rules and limits in the Banking Department. Investigates dealing errors and authorises breaches of credit limits within authority delegated by the Line Manager. Ensures that appropriate legal documentation is in place to support dealing activity.
Risk reporting
Contributes to the production and development of credit risk reports for the daily use of Risk Control and the Banking Department and periodic reporting to Banking Department management, the senior management of the Bank and the Board.
Risk Control IT systems
Contributes to the specification and testing of IT solutions for the measurement of credit risk. Investigates exceptions to system processes and liaises with other units with regard to the resolution of these issues. Ensures quality and integrity of system-held data.
Product development
Contributes to the development of new Banking Department products and corresponding policy proposals to the senior management of the Bank. Adapts credit policies in the area of responsibility accordingly.
Counterparty business relationships
Organises and participates in regular meetings with the Bank's counterparties and maintains contact with these institutions in order to discuss counterparties' credit profiles and business strategies.
Contact with research houses and rating agencies; conferences and seminars
Establishes and maintains contact with rating agency analysts and with bank/risk management research houses. Represents the BIS at international conferences on risk and banking topics.
Job Requirements:
Position requirements
University degree, preferably in finance, mathematics or economics
CFA or equivalent qualification desirable
Minimum five years' relevant working experience as a credit analyst in a major financial institution and/or rating agency
Experience in the formulation of risk policy
Broad and deep understanding of issues relating to financial risk measurement, management and control
Excellent written and oral self-expression in English. Another major world language would be desirable
Personal initiative, ability to work independently and to meet tight deadlines, organisational skills, multicultural sensitivity
Good interpersonal and communication skills
Experience in leading teams an advantage
