To provide overall leadership of the Program Development Division and ensure implementation of effective stakeholder engagement,target responsive resource acquisition efforts and strengthen awareness and visibility of World Vision Tanzania operations to stakeholders as per approved policies, systems, procedures and donor requirements
KEY RESPONSIBILITIES:
- Provide leadership in initiation, implementation and transitioning of the WVT grant projects as per donor standards.
- Ensure there is a coordinated strategic engagement that identifies and prioritizes on key external stakeholders and creates clear points of engagement locally, regionally, nationally and internationally.
- Define roles and responsibilities within WVT by creating essential core competencies and providing support to foster continuous and effective engagement of the grant program.
- Provide leadership in advocacy, communication, livelihood and health and Nutrition and HIV and AIDS units
- Strategic engagement:
- Provide leadership in resource acquisition and system management for all funding streams and lead engagement efforts with prioritized high profile donors.
- Provide leadership and management support in proposal writing, forming consortia and follow up with donors to ensure complete and smooth transition to management the program.
- Ensure that the proposal development and related processes include standardized approaches for budget, procurement and personnel planning and monitoring.
- Ensure that the resource acquisition management system effectively standardizes processes for identifying and establishing priority sectors and opportunities, assessing risk and managing project cycle
Team Performance management - Provide leadership in facilitating a high performance management culture, open trustworthy staff relationships and integrity to enhance smooth staff relations and accountability.
- Provide leadership in staff capacity building in grants acquisition, management and grant compliance as per national, partnership and donor initiatives
- Resource mobilization:
- Strengthen relationship and build strategic alliances with WV Support Offices, government, community, church leaders, NGOs, media as well as other development partners.
- Strengthen awareness and visibility of World Vision’s program among the stakeholders.
- Establish, roll out and manage protocols for coordinating communication between ministry units and support offices, key international and national donors and other stakeholders.
Financial and non Financial resource management - Ensure Stewardship and accountability of WVT material and financial resources used for the Program Development Division.
- Business Relationships and Networking
- Ensures quality and timely preparation and submission of divisional strategic plan, annual operations plan and budgets.
- Reporting
- Model a high standard of personal Christian leadership, ministry and integrity though lifestyle and work relationships, and provide spiritual guidance to staff on Core Values.

KNOWLEDGE, SKILLS & ABILITIES:
- Masters degree in a relevant field from a recognized University with a minimum of 10 years experience in programming (designing, implementing, evaluating and monitoring) of integrated development, relief and/or advocacy of donor funded projects and at least 7 years experience at managerial level in an international NGO.
Preferred: - Multiple skills and working experience in relief and/or advocacy with International NGO
