SURE (Securing Ugandans' Right to Essential Medicines) will ensure that the population of Uganda has access to adequate quantities of good quality essential medicines and health supplies (EMHS) by strengthening the national essential medicines and health commodities supply system.
MSH now invites applications from suitably qualified candidates for the following positions in the SURE project:
1. Logistics Officer - Vertical and IP Programs Support Overall Responsibilities
The Logistics Officer- Vertical and IP Programs Support works closely with the Division of Pharmacy Services of the Ministry of Health and other program staff to provide continued technical assistance aimed at maintaining the current logistics management information systems and reporting requirements, timely data entry, data quality and completeness and supply chain effectiveness for specific program of the Ministry of Health.
The Logistics Officer will also work closely with the Logistics Management Information System (LMIS) specialist, the pharmaceutical system strengthening specialist to transition existing logistic information systems into integrated national pharmaceutical management and LMIS systems.
Provide technical assistance to Pharmacy Division to ensure that vertical programs' commodity pipelines are analyzed and monitored at all levels of the supply system.
Assist in conducting periodic quality audits for data managers at NMS and JMS to ensure that there is, standardization, timeliness, completeness and accuracy for data entry from facilities and order generation follows set criteria for ARVs, TB, Malaria, Laboratory supplies and Reproductive Health commodities.
Assist in providing Technical assistance to Pharmacy Division, Reproductive Health Division, ACP, NTLP, NMCP, and CPHL programs in item selection, management of regimen switch systems, preparation, program pipeline monitoring and monitoring the GFATM Procurement and Supply Chain Management (PSM) plans.
Qualifications 1)
Professional degree in a health area; pharmacy preferred 2) Work experience in providing logistic management assistance especially in the area of supply chain management, quantification and procurement 3) Work experience with medicines logistics management information systems 4) Working experience in Uganda with knowledge and comprehensive understanding of the Uganda public health system. Previous experience with USAID-supported programs
is an added advantage 5) Strong teamwork and team-building skills 6) Strong English skills required, including ability to write lucid technical reports and documents 7) Demonstrated computer skills, including knowledge of Windows, Microsoft Word, Excel and Power Point
2. Human Resources Coordinator Overall Responsibilities
The HR Coordinator reports to the Finance and Administration Manager but works closely with the MSH HR Team to provide HR support to the SURE Project. S/he ensures that the technical teams have accurate and timely HR information necessary to make relevant staffing decisions
S/he supports the MSH HR team in recruitment and placement, orientation, performance and probationary appraisal of SURE staff
Responsible for engagement of Short Term Technical Assistance in liaison with the different technical area heads, ensuring that all due recruitment documentation is completed in time and information necessary for the payment is made available to finance
S/he supports the creation of a healthy working environment through, open management policies, information sharing and organization of SURE staff functions
Qualifications
1) Bachelor's degree in Human Resources Management or equivalent 2) Minimum of 5 years relevant working experience in a large and busy organization
3) Excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients and consultants environment
4) English fluency and strong administrative, organizational, and written and verbal communication skills
5) Ability to work independently with minimum supervision, execute tasks efficiently and is proactive
6) Excellent organizational and prioritization skills, and attention to detail 7) Demonstrated computer skills, including knowledge of Windows, Microsoft Word, Excel and Power Point
3. Program Assistant
Overall Responsibilities
Perform clerical and administrative support needed to implement program activities within prescribed MSH policies and procedures including preparation of advance/ purchase requests, and expense reports
Organizing logistics for conferences, STTA visits, meetings, workshops and other events Draft/edit routine correspondence and send standard letters to external clients
Assist with the administrative follow up on procurement and inventory management Maintain and update working files and databases
Qualifications
1) Bachelor's degree in Business Administration, Secretarial Practice or equivalent
2) Working experience at least 3 years relevant experience in a large international organization
3) Excellent written and verbal communication skills
4) Demonstrated computer skills, including knowledge of Windows, Microsoft Word, Excel and Power Point
5) Excellent interpersonal skills and demonstrated ability to interact professionally with culturally
diverse staff, clients and consultants environment
6) Ability to work independently with minimum supervision, execute tasks efficiently and is proactive
