TERM OF REFERENCE
1. Project Title: Basin Development Plan Programme (BDP).
2. Title of Consultancy: Drafting of the ‘BDP Story’
3. Duty station: MRCS Vientiane
4. Duration: 10-15 working days in the period July-August 2011.
5. Background and Objective
The BDP is transitioning from its second phase (BDP2) to its third phase (BDP 2011-2015). The BDP bridging period, which runs for one year from May 2011 to April 2012, covers the period of transition from BDP2 activities to the full start up of BDP 2011-2015 activities. The main focus of the BDP during this period is on the following activities:
· Completion of outstanding BDP2 activities, including Sub-area work, BDP2 completion report, publishing outputs);
· Implementation of the Basin Development Strategy – preparation of the Basin Action Plan;
· Preparation of the Inception Report of the BDP 2011-2015;
· Set up of the Performance Management System;
· Supporting actions (BDP Story, training courses, study tour); and
· Implementation of the procedures for Maintenance of Flows on the Mainstream (PMFM).

The Objective of this consultancy is to support the BDP team in conceptualizing and drafting an attractive booklet of 10 to 20 pages that outlines the role and (anticipated) achievements of the evolving BDP in the context of the changing Mekong Basin and MRC.
6. Outputs
The ‘BDP’ Story’ in accordance with the requirements outlined below.
7. Responsibilities and Tasks
The consultant will conduct the following activities:
· Review relevant documents in advance of the mission to the MRCS in Vientiane. The documents will be provided by the BDP team.
· Conceptualize the ‘BDP Story’ with the BDP team. The main aim of the booklet is to provide decision-makers the Mekong region and the head offices of donor organizations with an easy to grasp understanding of the relevance, achievements, and future role of the BDP. The following suggestions have been made:
· Length: 10-20 pages;
· Covering the period from the Indicative Basin Plan (1970) to the current IWRM-based Basin Development Strategy, to the proposed BDP 2011-2015 that lays the building blocks for the transition from a BDP dependent on external funding to a basin planning process that is embedded in national planning systems and funded by the Member Countries, and with an outlook to basin planning in longer-term future;
· Changing role of the BDP in a changing MRC; impact of the BDP on the MRC; role of BDP in the current MRC Strategic Plan 2011;
· The changing relevance and importance of the BDP for national planning and decision-making. And the case for increasing engagement and funding by Member Countries.
· The factors that have influenced the BDP and that will shape future phases of the BDP;
· With real experiences, views, and key messages of people that have been involved in the BDP process;
· Key BDP products would be highlighted.
· Communicate with resource persons (to be identified in collaboration with the BDP team) on the substance and key messages of the BDP Story, and meet with communication specialists and graphic designers of the MRCS/ICCS.
· Prepare a draft report on the BDP Story, with suggestions for tables, figures, photos, boxes, ‘quotes’ etc.
· Present and discuss the draft report in a meeting with participants from the NMCs.
· Agree with the BDP team and the ICCS on how exactly the BDP Story will be finalized.
· Finalize the draft final BDP Story in consultation with the BDP and ICCS.
8. Itinerary
The provision of the services will require a mission of minimum one week to the MRCS in Vientiane during, preferably in July 2011.
Working Principles / Reporting line
The Consultant will report to the acting BDP Coordinator.
9. Qualifications / Requirement
The following experience and attributes are required for this assignment:
· Master degree in water and land and related resources planning and management.
· More than 20 years of professional experience in river basin policy, planning, management and governance processes in international river basins in a developed and developmental context.
· Strategic thinker with a demonstrated history of interactions with Ministers and senior staff of donor agencies.
· Familiar with the history of the MRC and basin planning in the Mekong River Basin.
· Authoritative writer and speaker.
10. Condition of payment
The payment is based upon completion of outputs.
