Overall Objective The Area Manager is responsible for overall management and implementation of DRC ECHO funded Food Security and WASH activities in Gambella Region of Ethiopia. The programme focuses on increasing food availability and consumption for displaced communities and hosting communities with basic water rehabilitation and hygiene promotion. The Area Manager will represent DRC with the local government, Agency for Refugee and Returnee Affairs (ARRA), Local government, UN agencies, especially IOM, and other INGOs.
Background The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. DRC has mainly focused on Somalis who are displaced by conflict. The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia, Puntland, Somaliland, Kenya and Yemen. We have newly opened offices and operation in Ethiopia.
In Ethiopia, DRC has signed MOU’s with UNHCR and The Administration for Refugee and Returnee Affairs (ARRA) to support Refugees and with the local government to support host communities in Ethiopia. A programme has been established since January 2010 in the Somali region of Ethiopia, promoting an initiative around the Development Assistance for Refugees framework, (DAR) in Refugee Affected Areas this includes addressing issues in the hosting area around the refugee camps as well as addressing durable solutions for the refugee population. In 2011 DRC is looking to expand its programming to further refugee, refugee hosting communities and displacement issues.
Key Responsibilities:
Programme Management • Overall responsibility for the implementation and effective monitoring of agreed humanitarian focused activities in areas of food security, water, sanitation and hygiene promotion with displaced communities and host communities. • Ensure effective monitoring, evaluation and documentation of all activities and processes. Ensuring the analysis of data collected (at various levels) to inform activity changes to improve programme quality. • Ensure the development and implementation of all activities in line with Humanitarian Accountability Principles (HAP) and DRC programme policies especially gender, age and disability. • Work closely with the Country Director and Country and Regional Advisors to identify additional areas of humanitarian needs and possible funding.
Technical Programme • Be the technical support for Food Security development and focal point working closely with DRCs Regional Livelihoods and Food Security Advisor.
Representation • Represent DRC with the regional and local government, UN and non-government organizations especially regional sector bureaus and IOM. Ensure appropriate DRC staff attend the ad hoc and regular meetings, clusters, technical working groups as applicable to DRCs programme and work in the region.
• Ensure accurate and timely reporting internally and externally. Including drafting ECHO updates and donor reports and ensuring monthly DRC progress reports are sent to regional government, other bodies and DRC country reports.
Team Management • Lead regular staff and management meetings at Gambella level. • Manage direct reports to agreed job priorities and identify learning and development needs for programme staff under your direct and indirect supervision. Bring human resource/staff management issues to the senior management team and/or CD for decisions. • With team leaders manage the programme activities budget lines; ensuring effective and efficient use of resources including financial, human and all assets. • Ensure programme teams work closely with the support team to deliver DRC policies and procedures in finance, procurement and logistics including effective weekly, monthly and quarterly planning. Manage the team to deliver the agreed ECHO implementation plan.
• Overall responsibility for security in Gambella region including ensuring adherence to agreed security protocols, recommending changes to security protocols and working with the Logistics and Security Officer to deliver the agreed security action plan. • Any other activities as requested by the Country Director.
Reporting Arrangements
The post holder reports to the Country Director of Ethiopia. The Area Manager will manage two Team Leaders, Finance & Administration Officer, Logistics & Security Officer, and Procurement Assistant.
Qualifications • Minimum of 5 years’ experience in food security programme development and implementation, including quality monitoring and evaluation processes. • A University level degree in development studies. Substantial work experience in the areas of livelihoods, income generating, development sector, especially with displaced communities. • Must possess technical expertise in food security (preferable agricultural based) with proven managerial experience in humanitarian sector. • Experience of humanitarian programme delivery and particularly management of ECHO programme contracts.
• Proven ability to build external relationships with diplomacy, tact and professionalism in a complex and demanding environment. • Demonstrated ability to manage and support multi-sector programmes including operational planning and problem solving. • Demonstrated experience of people management and team-building. • Demonstrated experience of financial and asset management. • Demonstrated ability to undertaken representation with senior government officials. • Excellent written and presentation skills in English • Strong analytical capacity for programme design and development. • Ability to work independently and as part of a team. • Proficiency in computer packages and financial software i.e. Word, Excel, Power point etc. • Must show ability to work in an isolated and challenging environment.
Conditions: Availability: August 2011 Duty station: Based in Gambella, Gambella region, Ethiopia. This is a non-family post. Contract: One year with possibility of extension. Salary and other conditions in accordance with the Danish Refugee Council’s Terms of Employment for Field Recruited Expatriates recruited by the Horn of Africa (HOA) Regional Office in Nairobi, Kenya. Salary is $4,000 per month, and no additional allowances.
Benefits: Guesthouse accommodation, insurance, and R&R after every 12 weeks with flight and allowance as per DRC policy.
