BACKGROUND
COMESA is implementing a Climate Change Initiative whose overall objective is to address the impacts of Climate Change in the eastern and southern Africa region through successful implementation of adaptation and mitigation actions that build economic and social resilience.
Funding, in the form of a Euro 4million Contribution Agreement, has been secured from the European Union to support the Climate Change Initiative. The Initiative also receives funding from other donors.
The Initiative has been prepared as a Tripartite programme in collaboration with the
EAC and SADC.
PURPOSE OF THE JOB
Under the overall guidance of the Secretary General and immediate supervision of the Assistant Secretary General (Programmes), this post will have a particular emphasis on ensuring that the aims and objectives of the Climate Change Initiative stated in the Contribution Agreement, are attained through effective planning, co-ordination, implementation, monitoring and evaluation of programme activities within agreed timescales and resources.
SPECIFIC TASKS
Oversee the overall coordination and implementation of activities of the COMESA Climate Change Initiative;
Ensuring timely preparation of annual work plan and budget for the Initiative with clear indicators and benchmarks;
Coordinating timely preparation of quality reports on all implementation, audit, monitoring and evaluation activities
Coordinating and facilitating the preparation of project accounts and financial reports;
Ensuring that programme activities and processes comply with set procedures, rules and regulations and highest governance standards
Preparation of terms of reference and supervision of experts and sub-contractors needed for the successful implementation of the Initiative;
Follow-up requests and provide feedback to stakeholders as required;
Ensuring effective communication with Donors and compliance with grant agreements
Ensuring effective publicity and communications for the Initiative
Assisting COMESA Secretariat in coordinating and ensuring effective communication with the of EAC and SADC;
Reviewing reports and preparing focused technical and policy briefs as required;

The selected candidate must meet minimum requirements listed hereunder. The proof of compliance therewith must be submitted prior to taking office.
QUALIFICATIONS AND EXPERIENCE
A. Educational Qualifications
The suitable candidate must possess a university degree and a post-graduate qualification at masters level in environment, social or development studies, natural or applied science, engineering, economics or any subject relevant Climate Change. A Ph.D. would be an added advantage
B. General Professional Experience
Minimum 10 years of proven professional experience in senior-management capacity in the area of project management, planning, strategy development, policy analysis in either the private or public sector.
C. Specific Professional Experience
(i) At least 5 years in multi-disciplinary development assistance programme or project management in a regional/international environment;
(ii) Experience in regional economic integration strategy and policy analysis is important;
(iii) Practical experience in the ESA-IO region will be an added advantage.
(iv) Practical experience in EU-ACP cooperation would be an added advantage;
(v) Practical experience with the management of projects, monitoring and follow up of short-term experts’ missions in all areas relevant to the programme
D. Skills
(i) Able to lead and motivate multi-disciplinary groups and individuals;
(ii) Able to think creatively and strategically to successfully mediate and negotiate with individuals and groups internally and externally;
(iii) Able to overcome obstacles to cooperation and to foster harmonious relationships;
(iv) Able to balance competing priorities, complex situations and tight deadlines
(v) Exceptional interpersonal skills, willing to add value, visualize opportunities, influence change, and innovate;
(vi) Capacity to work autonomously as well as part of a team
(vii) Excellent command of English; knowledge of French will be an added advantage
(viii) Computer and internet literate
E. Type of contract and duration
The successful candidate will be contracted for about two years up to the closure of the programme at the end of June 2013 as long term professional non-established staff.

The duty station will be the COMESA Secretariat, Lusaka, Zambia but should be prepared and willing to travel extensively both within and outside of the ESA-IO region.
