World Education, Inc. is seeking candidates for the following positions based in Kenya for an anticipated multi-year, donor funded HIV/AIDS education program in primary and secondary schools project subject to award.
The project is designed to improve students’ HIV/AIDS knowledge, attitudes and practices through peer-to-peer, school, and community-based interventions.
Chief of Party HIV / AIDS Education Program
The COP will have overall responsibility for coordination of all project activities and staff.
S/he will have primary responsibility for representation of the project to USG, local government and authorities, partners and other key stakeholders.
S/he will have the leadership qualities, technical expertise and experience, management experience, interpersonal skills and relationships to fulfill the requirements of the program description.

Roles and Responsibilities
- Provide overall technical leadership for the cooperative agreement;
- Serve as the lead technical advisor in HIV/AIDS prevention education and community involvement;
- Provide overall leadership and direction for the cooperative agreement; define and implement activities in a way that achieves the greatest coverage and impact possible;
- Lead and facilitate an effective partnership with public and private sectors, and other stakeholders working in Kenya;
- Serve as the primary contact and principal WEI representative for Donor and the Government of Kenya; keep up-to-date on developments within Donor and Government development strategies in HIV and AIDS, education, and comprehensive community-based services;
- Supervise staff to ensure timely achievement of program results;
- Manage subcontract partners; ensure coordinated inputs and technical/managerial quality from all partners and collaborators;
- Manage, oversee and coordinate all project planning and implementation, including timely deployment of project staff.
- Monitor progress of project activities, report to Donor and partners on programmatic progress and results, ensure that project deliverables are met within the agreed-upon timeframe;
- Delineate internal lines of communication for effective management;
- Oversee cooperative agreement negotiations, performance-based subcontracting and results monitoring;
- Coordinate with other Donor-funded Implementing Partners;
- Organize and manage external communications, and arrange for dissemination of information;
- Supervise program staff to ensure timely delivery of products and regular reporting;
- Advocate and promote scale-up of best practices.
Qualifications
- At least 10 years of experience implementing and managing a complex program in/for a developing country;
- Master’s Degree or higher in Education, Public Health, Public Administration, Social Work, or related field;
- Technical expertise in HIV/AIDS prevention education, behavior change, community mobilization, youth friendly services, and community-based service provision;
- Familiarity with Government HIV/AIDS, education, and OVC policies, strategies, plans and current/past programming;
- Demonstrated ability to engage government and to represent vulnerable children priorities and issues;
- Demonstrated experience in financial and technical management;
- Knowledge of gender issues and links with HIV/AIDS and education;
- Strong leadership, management and interpersonal skills;
- Strong writing and oral presentation skills;
- Familiarity with international donors (at least 8 years of US Government and other experience preferred); and prior experience serving as a Chief of Party or Deputy Chief of Party highly preferred.
