Programme Development Manager -Education

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

In mid-April 2016, NRC conducted a Pre-Assessment mission in the refugee camps of Mtendeli/Karago, Nduta and Nyarugusu of Tanzania to gain an understanding of the humanitarian situation, identify gaps and needs for the Burundian refugees in the Country. The assessment revealed that the humanitarian situation for the refugees requires urgent intervention as the needs in almost all the sectors relevant to NRC are high. As of May 2016, Tanzania was hosting over 140,007 Burundian refugees and number was project by UNHCR to reach 170,000 people by the end of 2016. In view of this, NRC has decided to establish an operational office in Kibondo area in north western Tanzania to respond. The initial focus of the operation will be in Mtendeli/Karago and Nduta refugee camps. NRC will start with interventions focusing on two sectors, shelter (transitional, including a WASH component; family latrines) and education (initially construction of permanent classrooms).
The purpose of the Project Development Manager is to design, develop and implement Education programme/project in a small and medium size Country Operation or a start-up/small Education in a large country.

Job description

• Generic Responsibilities:
• Develop Education strategy, technical SOPs / guidelines and Macro LFAs
• Compliance and adherence to NRC policies, Education tools, handbooks and guidelines
• Responsible for management of funding proposal, project budgets and donor reports
• Recruitment and overall management of project staff
• Establish, coordinate and manage Education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
• Ensure capacity building of project staff and transfer key skills
• Liaison and collaborate with relevant local and national authorities, UNHCR, NGOs and other stakeholders, and represent NRC in relevant forums/cluster/working groups.
• Identify funding opportunities and develop and revise funding proposal, budget and donor reports
• Promote the rights of IDPs/returnees in line with the advocacy strategy
• Specific Responsibilities:
• Establish the Teacher Training program, by defining training contents, coordination with partners, delivering of training, and monitoring and evaluation.
• Conduct a comprehensive assessment for potential Accelerated Education program, including assessment of overaged, and out of school children- Potential development of AE curriculum, and establishment of AE learning centers.
• Explore opportunities for Youth Programming, including a comprehensive participatory assessment and coordination with partners.
• Assess and explore opportunities for establishment of Education in Emergencies in new camps.
• Ensure capacity building and transfer key skills in order to build strong national project teams.

Qualifications

• Generic professional competencies:
• Qualified teacher with a Certificate in Education from a recognized institution as a minimum
• Programme management experience from a senior level position in a humanitarian/recovery context
• Minimum of five years’ teaching experience, including experience in minimally resourced education systems.
• Technical Education expertise (e.g. Experience from process-oriented teaching and learning methodologies, and understanding of ‘traditional’ modes of delivery, adult learning methodologies, inclusive classroom management, and curriculum strategies. Experience from teaching large classes and developing own teaching and learning materials is an advantage).
• Ability to rapidly understand the policy, strategic and institutional environment and to provide contextually appropriate, relevant, and achievable technical advice.
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Valid driver’s license
• Context/ Specific skills, knowledge and experience:
• Fluency in English and French, both written and verbal.
• Knowledge in Kirundi is an advantage.
• Experience with start-up of new education programs, including assessment, developing education strategies and proposals.
• Ability to use ICT software to develop proposals, budgets, training- and work plans, and monitoring and evaluation tools.
