The International Development Services Group (formerly IRG - International Resources Group) of Engility Corporation is seeking qualified candidates for the position of Recruitment Specialist in the Business Development Division (BD) at its Washington, D.C. headquarters. The Recruitment Specialist’sresponsibilities focus on maintaining and enhancing IDSG’s ability to match potential candidates with long- and short-term international assignments, filling openings with a quick turnaround, and playing a key role in IDSG’s proposal development process.
Responsibilities:
The Recruitment Specialist (RS) (can be hired at the Senior level see below) is responsible for identifying technical experts for specialized international assignments through the use of the consultant registry, candidate mining techniques, networking, and advertising.
Specifically, the RS:
- Conducts searches for and contacts potential consultants and collaborates with project/proposal staff to finalize selections
- Develops and posts position advertisements broadly utilizing a wide-range of local and international recruitment list serves and job boards, etc.
- Responsible for writing personnel sections of proposals and prepares personnel-related annexes, including resumes and matrices
- Maintains organization of electronic filing systems including: the resume drive, recruitment database, and recruitment email boxes
- Ensures that all personnel-related documents, and skills sets are accurately reflected in the recruitment database and resume drive for
- Attends career fairs and networking events, bringing in candidates for informational interviews as well as interviews for current and proposal related openings
- Conducts and documents in-depth reference checks
- Performs salary negotiations, and works with Recruitment Coordinator to draft offer letter
- Provides substantive input and continual process improvement suggestions to the recruitment systems
Required experience:
- Undergraduate degree required in relevant field including International Relations, Development Economics, Environmental Management, Energy, Public Administration etc.
- At least four years of professional experience, preferably in recruiting or similar environment; prefer a minimum of two years’ experience in the field of international development
- Solid writing and synthesizing capability
- Computer proficiency in Word and Excel; database experience preferred
- Proven ability and flexibility to work independently and with teams in a fast-paced deadline-driven environment
- Strong networking, interviewing, and interpersonal skills
- Proven communication and networking skills including professional phone manner and ability to handle cold calling assignments
- Ability to take initiative, pay attention to detail, and learn business practices and processes
- Ability to work effectively in a culturally diverse team environment with all levels of staff and ability to maintain excellent work relationships with staff, candidates, and subcontractors
- Knowledge of foreign languages is desirable (specifically, Spanish and/or French)
Preferred experience:
- Prior experience recruiting Technical Experts for USAID proposals
- Proposal writing experience highly desirable (ideally for USAID proposals)
- Candidates who have done local, in-country recruitment in developing countries preferred
- Graduate degree in relevant field including International Relations, Development Economics, Environmental Management, Energy, Public Administration etc.
- 5+ years of Recruitment experience and a Master’s degree is required to be hired at the Senior Recruitment Specialist level (Wouldn’t this be in the “required Experience” section then?)
- Knowledge of USAID and other donor organizations preferred
- Advanced-level computer proficiency in Word and Excel; database experience preferred
- Strongly prefer candidates with experience living in and working in developing countries for at least 1+ year (returned Peace Corps Volunteers, etc.)
