Purpose of the Position
Under the general supervision of the Contracts Manager, the Procurement Assistant is responsible for assistance with planning and procurement activities in compliance with the UNICEF Financial Rules and Regulations, Supply Division Manual and other applicable procurement procedures.
The incumbent carries out the following duties:
Key Expected Results
- Drafts and prepares documentation associated with the forecast of strategic supplies, issues and receives the forecast data from Country Offices, monitors and oversees the internal forecast review process, assists in the compilation and review of forecasted quantities, communicates with Country Offices on forecast related issues, establishes and maintains forecast databases and files.
- Prepares information materials and instruction manuals, updating databases and management systems for use by Headquarters, Field Offices or Regional Offices and partners.
- Assists with data capture, verification and analysis of both historic and current data.
- Provides support in the extraction of data and compilation of reports and presentations. Monitors and follows-up on all forecast activities to ensure timely and cost effective deliveries.
- Drafts and prepares procurement related documentation including Invitation to Bids, Contracts Review Committee submissions, Long Term Agreements, Purchase Orders and Price Estimates.
- Prepares evaluations of suppliers with respect to delivery performance and commercial acceptability.
- Pursues operational improvements in co-ordination with operational staff in other sections and Country Offices.
- Assists in establishment of processes in the Centre for utilization of planning and provides to staff.
- Any other duties or assignments as requested by the supervisor.
Qualifications of Successful Candidate
Education & Work Experience:
- Completion of secondary education, preferably supplemented by technical or university level courses in business administration, or field related to the work of UNICEF.
- Six years of experience from an operational function in a commercial working environment of a large organisation, preferably in procurement related function.
Technical Competencies & Languages:
- Sound knowledge of procurement practices.
- Ability to use current job related computer software and databases. Excellent knowledge of Excel and proficiency in Microsoft Office package, in particular Word and Powerpoint, is required.
- Knowledge of SAP and Microsoft Access is preferable.
- Proficiency in English.
- Working knowledge of French is desirable.
