Kenya Coordinator – Program on Sexual Violence in Conflict Zones 

PHR launched the Sexual Violence in Conflict Zones Program, a multi-year training and advocacy initiative, in 2011, with the aim of forging coalitions among regional medical, law enforcement, and legal experts in the Democratic Republic of Congo, Kenya, Uganda, South Sudan, and Central African Republic. The goal of the Program is to increase local capacity for the collection of court-admissible evidence of sexual violence to support local and international prosecutions for these crimes. The Program draws on PHR’s extensive expertise in documenting war crimes and providing forensic training to professionals in regions of conflict where mass crimes have been committed.

The program commenced in Kenya in 2011 and is being implemented thus far in Nairobi, Eldoret, Kisumu, Nakuru and Naivasha. We have built partnerships with both private and public hospitals, the Judiciary, the Kenya Police Service, and civil society organizations.

The Kenya Coordinator will help the Program Director lead a dynamic team of professional staff, consultants, and volunteers to develop and carry out work to advance the Program in Kenya. The Kenya Coordinator will represent PHR with the government, local, and international partners in the country. S/he will take the leading role in implementation and expansion of the Program in Kenya in accordance with PHR program design and policy.

The Kenya Coordinator will be responsible for developing and managing partnerships with individual and institutional partners in Kenya in order to achieve the objectives of the program. This will include maintaining relationships with current partners, building new partnerships, and forming alliances with other civil society organizations that have similar goals. The Kenya coordinator will also oversee Program grant management for the Kenya office. S/he will additionally serve as a key advocate for the Program by communicating findings, research, and lessons learned in publications, social media, and conferences.

Location: Nairobi, Kenya

Duties and Responsibilities

• Manage Kenya office activities
• Coordinate and lead forensic training workshops in Kenya
• Facilitate scale-up of Program in new locations in Kenya and with new partners and initiatives
• Assist with the development of the program budget, and manage and monitor budget expenditures to ensure adherence to timelines and spending guidelines
• Build relationships and liaise with key local stakeholders and NGO representatives (including human rights, humanitarian, medical, law enforcement, and legal and local community groups) to help identify potential partners, collaborators, and participants
• Meet and collaborate with local and regional organizations engaging in medical treatment, legal service provision, and human rights reporting and advocacy
• Monitor pertinent human rights issues in Kenya and enable team to stay informed about real-time developments
• Keep abreast of legal and policy developments in the management of sexual violence in Kenya; inform the Program Director and update the training curriculum when relevant
• Develop curriculum and training on law on sexual violence in Kenya and its implementation
• Write reports and blog posts; contribute to publications and web and social media content; create fact sheets and other collateral
• Identify key advocacy opportunities and initiatives to support project developments and findings
• Represent PHR and its interests at relevant local and regional conferences and other forums to identify potential participants and partners and to stay abreast of developments in the field
• Develop and implement local project budget and track local program expenses
• Oversee quality control for program work product
• Supervise junior Program staff on an as needed basis
• Any other general programmatic support as needed

Qualifications

• Advanced degree in international relations, medicine, public health, law, social sciences, education, or related field
• Minimum 5 years of experience in the NGO sector in Africa
• Minimum 3 years of experience in a management position
• Excellent writing and editing skills
• Excellent training skills
• Other capacity building experience an asset
• High proficiency in developing and managing a complex, multi-grant budget
• Exceptional program and project management skills, attention to detail, and follow-through
• Proven track record in managing relationships with external stakeholders and donors
• Team player with flexibility across all functional areas of PHR
• Energetic self-starter with the ability to anticipate upcoming needs and work with minimal supervision
• Proven ability to work independently and effectively under pressure and to juggle multiple tasks simultaneously
• Strong team-oriented leader, strategic thinker and planner with excellent communication, presentation, and interpersonal skills
• Strong commitment to human rights with cross-cultural experience and cultural sensitivity
• Familiarity with Kenyan gender rights environment and law on sexual violence
• Demonstrated ability to work collaboratively, effectively, and professionally in a multi-faceted, fast-paced environment
• Willingness to travel domestically and internationally, as needed
• Advanced knowledge of MS Office Suite, especially Word, Excel, and PowerPoint
