Agricultural Economist/Agricultural Value Chains And Trade Specialist, End Of Project Evaluation For The Competitiveness And Trade Expansion (COMPETE), East Africa

Objective:
Social Impact is seeking an Agricultural Economist to serve as a team member for an end of project evaluation of the COMPETE project in the East Africa region. The objectives of the evaluation are to: assess the achievements of COMPETE in meeting its original goals and objectives; assess the relevance of the COMPETE project to the beneficiary regional economic communities; assess the quality, effectiveness, and efficiency of the project’s strategies; identify and discuss the major challenges faced by the project; assess donor coordination on strategy and achieving shared objectives; assess immediate impact/outcomes of the COMPETE project within the region; assess the sustainability of project interventions; document lessons learned; provide recommendations for future programming. The expected start date is early to mid-September and the LOE is roughly 30-40 days. This person will report to the Team Leader.
Responsibilities and Tasks:
The Agricultural Economist/Agricultural Value Chains and Trade Specialist will provide technical and subject matter expertise to inform the overall evaluation. This role works with the Team leader and fellow team members to collect and collate data, meet deliverables, and submit a final report in a timely fashion to USAID.
Qualifications:
Candidates should be African professionals conversant with regional trade, transit, and agricultural issues in eastern and/or southern Africa.
- A minimum of a Master’s degree or higher in agricultural economics or other relevant fields
- At least 8 years’ experience working with value chain and agribusiness programs in the East Africa Region
- Demonstrated skills in critical thinking and analysis, as well as, written and verbal communication skills
- Familiarity with CAADP and USAID’s Feed the Future programs
- Knowledge of and experience with project design, management, and evaluation processes of similar scope and complexity
- A 5/5/5 level of proficiency in English is required
